CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.
CARE Indonesia in Kupang-East Nusa Tenggara (NTT) is currently recruiting the following position for its project:

JOB SUMMARY
Partners for Resilience consist of five Netherlands based humanitarian, development, and environmental organization; including CARE International in the Netherlands, Wetlands International, the Netherlands Red Cross, and the Red Cross/Red Crescent Climate Centre; that have joint forces to reduce the impact of natural hazards on vulnerable communities. The Partners for Resilience strongly believe in the central role of resilience as the way to effectively deal with development in disaster-prone areas and affected ecosystems. Through increased resilience people are able to withstand shocks in their environment and have a greater capacity to secure their livelihoods.
The Partners for Resilience has three strategies, which are: 1) Sustainable economic development and poverty reduction; 2) Strengthening of civil society and community empowerment, and 3) Policy dialogue and advocacy for stronger DRR/CCA policies and increased resources at all levels. The backbone of the Partners for Resilience consortium is the Linking & Learning activities where partners are working collaboratively to exchange knowledge and experiences at horizontal and vertical level, to enrich the quality of program’s logical framework and learning agenda.
CARE International Indonesia is part of the Partners for Resilience in Indonesia where CARE is working with a civil society partner to increased community resilience in 8 communities at 2 districts in West Timor of East Nusa Tenggara province. CARE & partner imply the asset-based approach which is also known as the appreciative inquiry technique to strengthen communities’ resilience mainly through livelihood improvements activities that focus on strengthening of the social and human assets.
On July 2012, AXA Group and CARE France signed an agreement for CARE & AXA partnership as part of the Partners for Resilience program whereas AXA is funding the required match for CARE under PfR and AXA is also funding the additional engagement component including climate change awareness rising activities and field visit activities. The Communication Officer is a part time position that will oversee the implementation of the additional activities as well as contributing to the existing activities under the PfR program.
RESPONSIBILITIES AND TASKS
* Oversee the planning, implementation, monitoring, evaluation, and reporting of approximately 10 climate change awareness activities and field visits activities in close collaboration with AXA Indonesia,
* Serve as a resource person in all AXA activities,
* Engage with external resources as deemed necessary by the program,
* Prepare terms of references in close consultation with AXA Indonesia,
* Produce high quality activity reports with clear narrative and photographic documentation, along with strong linkages with the program,
* Support the Knowledge Management and Community Outreach staff to produce a communication strategy document for PfR to ensure coordinated effort, sharing of information, and exchanging of experiences, and ensure implementation of the communication strategy,
* Support the Knowledge Management and Community Outreach staff to devise and implement public information mechanisms for awareness-raising and promotion of CARE projects and activities in program communities and other relevant stakeholders,
* Assist the Knowledge Management & Community Outreach staff in respond to requests for information and act as spokesperson for the project team when appropriate,
* Produce high quality IEC materials for PfR activities in forms of text, audio, or visual materials in accordance to the communication strategy,
* Produce press release or statement papers as necessary,
* Develop and maintain PfR website, facebook page, and create and facilitate other communication platforms as required,
* Provide various training related to communication (ie. Communication techniques, ethics, writing skills, report writing, etc.)
QUALIFICATIONS
a. Possess
bachelor degree in livelihood, agriculture and microenterprise or any relevant
background.
b. Demonstrate
sound knowledge and skills on livelihood issues, especially those related to
agriculture and
microenterprise sectors
c. Have
extensive experiences in the sought sectors, know effective approaches for
livelihood
interventions, and able to apply them in a
participatory manner;
Minimum
of five years' experience in community development works in Indonesia, work
experience in NTT or eastern Indonesia region is desirable;
Knowledge
and/or experience of the asset based approach (appreciative inquiry) is
desirable;
Knowledge
and/or experience on disaster risk reduction, climate change adaptation, and
ecosystem management restoration is desirable;
d. Understand
gender issues and gender-sensitive approach in the programming
e. Good
communications skills, including negotiation skills
f. Good
interpersonal skills, including patience, diplomacy, willingness to listen and
respect for
beneficiaries
g. Willing
to spend a considerable amount of time in the field
h. Honest,
responsible, self motivated and able to take initiative under minimum
supervision
i. Able to give helpful directions, detailed
instructions and demonstrations
j. Demonstrate ability to work independently as well
as a part of a team in a cross cultural environment
k. Able
to negotiate and to clarify expectations of both the beneficiaries and team.
