operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.
CARE Indonesia in Makassar-South Sulawesi (Takalar) is currently recruiting the following position for its project:
JOB TITLE : PROJECT MANAGER (PM)

JOB SUMMARY
The WASH In School Empowerment Project Manager (PM) is responsible for overall project management and coordination with partners, governments, communities and school communities. The project will be implemented in 3 districts in 3 provinces; Takalar in South Sulawesi, TTS in NTT and Papua in Jayapura. The PM ensures that implementation strategies result in maximum impact and sustainability, that timely implementation of activities and quality results are achieved, and that donor and CARE Indonesia policies and procedures are adhered to.
This project is a consortium of three organizations, CARE, UNICEF and Save the Children. It aims to reach the same goal of improving the quality of health and hygiene in schools. The PM will closely coordinate with the consortium members and ensures a coordinated implementation of the project across the 3 provinces.
S/he overseesthe overall technical and operational strategies of the project ensuring programmatic integration of different WASH projects. S/he plays a leadership role in developing implementation timelines and tools required for project interventions. S/he develops and manages the project overall annual budgets and reports to RPM and other project stakeholders on project progress. S/he strategically coordinates the project partnership(s). The PM must ensure that community-based activities and governorate and national level advocacy activities are complementary and well-targeted.
RESPONSIBILITIES AND TASKS
Job Responsibility #1:
Provides ongoing supervision, leadership, support and guidance to the project staff provided by the local Government. Responsibilities include, but are not limited to, training, developing individual operating plans (with staff), coaching and mentoring especially on hygiene promotion and community participation.
Job Responsibility #2:
Coordinates and supports partners and stakeholders in developing implementation strategies, plans, guidelines and methodologies that ensure project interventions are executed efficiently and effectively via a sustainable & replicable model :
* Leads teams in developing and documenting implementation methodologies and tools required for project interventions that meet existing best practices in the field of water and sanitation and hygiene in school; in a participatory manner with technical advisors, partners, and supervisors. Ensures overall coordination between CARE, Government/UNICEF and Save the children. The methodologies relate primarily to two key areas: 1) Construction of WASH facilities in school; 2) Hygiene promotion and behavior change and 3) enabling environment.
* Reviews and monitors operations to ensure timely implementation of activities and achievement of results in accordance with Project operation plans.
* Formulates annual operation plans according to project and CARE program requirements and ensures the adherence to these plans.
* Through regular field visits, participates with field staff in activities of all stages of the project’s cycle, to maintain a current understanding of field issues.
* Convenes periodic meetings to review and modify project methodology with project senior staff and partners, and incorporate recommendations into methodology revisions.
* Ensures that all contractual arrangements are in line with donor requirements.
Job responsibility # 3:
Ensures Monitoring and evaluation of progress of annual implementation plans and accordingly adjust program activities for maximum impact :
* Oversees the development of practical procedures and tools to monitor and collect needed data that will be used to report progress and measure impact.
* Ensures appropriate baseline data is available and mid-term and final evaluation meet CARE standards.
* Supervises the development of quantitative and qualitative indicators and procedures to track the project progress and outcomes.
* Recommends changes, using evidence-based data from the M&E system, to improve quality and timeliness of implementation.
* Takes primary responsibility for preparing regular reports that accurately describe program progress as per donor requirements.
Job Responsibility #4:
Monitors the project budget, to maintain project expenditures in accordance with donor and CARE Requirements :
* Supervises, prepares and reviews all annual project budgets.
* Monitors project expenditures and burn rates throughout the year using the SCALA system and crystal reports.
* Revises project budget when necessary, in accordance with donor or CARE requirements.
* Liaises with the finance department and partners to oversee all project audits and financial reporting requirements.
* Ensures that donor requirements are met.
Job Responsibility #5:
Establishes and maintains sound and productive working relationships with key program stakeholders including donors, partners and government bodies :
* Collaborates and maintains positive and professional relationships with government representatives of relevant ministerial departments.
* Fulfills all technical and financial requirements of donors concerned with the project.
* Identifies other NGOs and agencies that are involved in WASH program in school and ensure synergy and complementarily, particularly with regard to the advocacy component;
* Ensures that project design, and project progress, is communicated clearly with other stakeholders.
* Represents CARE and/or the consortium in coordination meetings and learning forums.
* Invoke discussions and exchange of good practices to contribute to the WASH sector in general.
Job Responsibility #6:
Perform other duties as assigned :
* Maintains an awareness of mission-wide issues, and observes the impact of policies and actions on field and HQ staff. Where appropriate, brings staff concerns to senior staff meetings, and/or appropriate departmental and project heads. Ensures that CO policies and strategic priorities are clearly communicated to all project staff.
* Ensures a good knowledge management system to enable further learning’s and improvement of CARE as an organization.

QUALIFICATIONS
A- Education
* A University degree in a related field to education, public health Socio-Economic Development, Social Policy, Gender studies etc.
B- Experience
* 3 years successful record in Project Management at middle to senior level.
* 2-3 years of specialized experience working with civil society organizations and/or advocacy efforts.
* Experience of working on issues related to WASH in school.
* Familiarity with a diverse number of cross-cutting themes such as rights based programming, networking, gender integration and policy advocacy.
C- Technical skills
* Proficiency in written and spoken English.
* Organization and Presentation.
* Report writing (in Bahasa & English).
* Liaison and contract negotiation.
* Budgeting and administration.
