Consultan for Mid Term Evaluation

The Restoring
Coastal Livelihood (RCL) Project is implemented by Oxfam Eastern Indonesia
supported financially by CIDA. To implement the project, Oxfam is developing
partnerships with 2 local NGOs. The program implementation has been carried out
for 3 years, from 2010 to September 2015.

The
overall goal of the project is to increase incomes and economic activity in
vulnerable coastal communities in 4 District in South Sulawesi through the
restoration and sustainable use of renewable natural resources, thereby
increasing the local economy’s resilience to economic and climatic shocks. It
aims to achieve equitable and sustainable livelihoods for vulnerable households
in the area by using a multi-stakeholder, collaborative approach to sustainable
use and management of coastal inter-tidal resources. A special focus is placed
upon empowering women, securing their rights and improving their well-being.
After being
implemented for 3 years, there is a need to evaluate the performance and achievement
of the program. The evaluation should not base
on the program logical framework only but also to find out all outputs and
objectives comprehensively with the perspective of relevancy, effectiveness,
efficiency, and sustainability. Havingthese elements
in mind, the midterm evaluation requires an independent evaluator with
objective opinion and expertise in looking at issues related to climate change
and disasters in rural communities and with the involvement of development
actors at the district level.

Type of Assignment:
The evaluator is a
professional hired temporary to conduct a Midterm Evaluation – on Restoring
Coastal Livelihood Porject. The time limit, role and responsibility, rights and
obligation will be determined later under the Contract of Assignment.
The evaluator will
be selected through a bidding process with the following conditions:
1.       Submit an application as evaluator (2 persons)
with their recent CVs attached in English.
2.       Submit a brief and
comprehensive draft of the midterm evaluation (max 5 pages in  English)
consisting of several important points including: objective of the evaluation,
the expected results, client identification (users of the evaluation result),
focus of evaluation, method of evaluation (data collection) and the analyses,
resources (time, evaluator’s expertise, fund), standard of evaluation and code
of conduct applied by evaluators.
3.                   Submit a budget plan for the evaluation
(to be conducted by 2 evaluators) in English
 

The Responsibility
of the Evaluator:
The midterm
evaluation is to be carried out by 2 evaluators as a team work. The 2
evaluators will facilitate the evaluation activities in different areas. In its
implementation, the independent evaluators will be assisted by Oxfam EI staff
or the partner staff. The main role and responsibility of the evaluator is to
facilitate the evaluation process starting from formulating the evaluation
methodology, reviewing documents, facilitating discussion and analysis,
synthesizing the evaluation findings and reporting the evaluation. During the
process, the evaluators are to communicate and coordinate intensively with
Oxfam EI RCL MEL officer.

The evaluator
should have the following qualifications:
1.    Have the adequate
experience in conducting community development program evaluation especially
programs related to livelihood and environmental sustainability.
2.    Have the skills in
evaluation using participatory methods and willingness to strengthening
the capacity of the implementing partners.
3.    Have the
capacity to develop and implement evaluation in an effective and efficient way
(in term of finance) using an accountable method with valid evidence.
4.    Have skills and experience in developing rural
community livelihood and natural resources management.
