GGGI is
dedicated to supporting developing and emerging countries to meet their own
development and growth objectives by exploring and implementing green growth
plans that simultaneously target key economic and environmental objectives.
These include poverty reduction, job creation and social inclusion as well as
mitigation and adaptation to climate change, biodiversity loss and energy and
water security.
GGGI’s theory of change leads it to focus on three major
outcomes: adoption and implementation of
rigorous green growth plans that form the core of national and provincial
economic development strategies; research which builds a strong theoretical and
empirical basis for green growth, while providing concrete options and guidance
for policymakers; and public-private partnerships that strengthen incentives
for the scaling of resource-efficient investment, innovation and practice as
well as for the engagement of companies in the implementation of national and
subnational green growth plans.
Reporting to the GGGI Country Manager in Indonesia, and part of
the global Green Growth Planning and Implementation (GGP&I) team, you will
be responsible for providing leadership and strategic vision for integrating
green growth into the government economic and development planning process and
leading sound economic analysis across sectors. You will become the key focal
point on this matter and be the lead coordinator on all related efforts. You will also be
involved in policy design and implementation support, public and private sector
stakeholder engagement, and international knowledge sharing. You will lead a
small team that will help identify and design technical assistance, particularly
by facilitating knowledge sharing and partnerships between policymakers and
institutions in Indonesia. In particular, you and your team will work in close
cooperation with officials from the Indonesian government and external
consultants to assess the environmental and social implications of the current
MP3EI and identify, evaluate and prioritize green and inclusive growth
opportunities as well as green infrastructure design along the economic
corridors in the context of MP3EI and RAN-GRK, to ultimately support
lasting and inclusive economic growth on the ground. As you implement the
above, you are sensitive to the importance of government ownership of the
various analytical assessments and outputs under this workstream.
All
applicants must hold exemplary and relevant academic credentials, and ideally
hold a post-graduate degree in a relevant subject from a leading academic
institution. Individuals will also have substantial work experience and
substantial working experience in a relevant field in Indonesia.
Other
key skills and capabilities will include:

Exceptional
synthesis and strategic thinking skills, in the areas of expertise relevant to
GGGI: low-carbon technologies including renewable energy, waste management, and energy and resource efficiency, transportation, industry,
forestry and agriculture, built environment, urban development, etc.
·
Exceptional
analytical, problem-solving and economic skills including cross sectoral as
well as disaggregated modeling, macro- and micro- economic analyses.
·
Recognized leadership in developing and
implementing economic development policies and strategies on the ground,
including public administration to plan for and implement economic development
policies and projects
·
Demonstrated experience in leading
economic impact assessments and the use of various economic modeling tools
·
Demonstrated capacity for strategic
thinking, and facilitating in-depth and effective stakeholder dialogues and
consultations on multi-disciplinary issues and across sectors, while
maintaining a strong sense of realism with regard to country conditions.

Demonstrated ability to garner support
from a diverse range of stakeholders to ensure local ownership of the various
analytical results of the assessments
·
Over 8 years experience in this field
of which at least three to five years experience in Indonesia developing and
fostering strong relationships with key government institutions (for example,
Coordinating Ministry for economic affairs, Ministry of National Development
Planning, Ministry of Finance, etc);
·
Flexibility,
responsiveness, and ability to manage multiple activities to tight deadlines,
and with demonstrated ability to lead and work in multidisciplinary teams;
outstanding stakeholder engagement, client relationship, and consensus building
skills
·
Have a wide network across global and Indonesian
academic, research institutions as well as NGOs and government bodies on
climate policy and economic development
·
A track record of delivery of complex
programmes, with multi-stakeholder management in Indonesia
·
Effective and efficient operational and
organisational skills – project management and project coordination experience
·
Ability to communicate complex economic
issues in a clear and simple way to a diverse audience
·
Multi-cultural
literacy and easily adaptable
·
Actively
seeks and considers diverse ideas and approaches and ability to work as part of
a team
·
Strong
oral and written English is essential, fluency in Indonesian / Bahasa is highly
desirable.
