*Job Summary*
Australia’s Education Partnership with Indonesia (the Education
Partnership) is currently the largest intervention funded by the Australian
Government Anywhere in the world. Through the Education Partnership
Australia supports the Indonesian Government’s long-term strategy to
strengthen and consolidate its national education system, with a particular
focus on the current Indonesian five-year plan (210 – 2014) and support for
the initial stages of the subsequent five-year plan (2015 – 2019).
The Education Partnership builds on the successes of previous Australian
Government support to the Indonesian education sector by strengthening
government systems. Under the Education Partnership, there are three
managing contractors and the largest, School System a Quality (SSQ)
contract, is managed by Cardno Emerging Markets. SSQ covers three
components, each relating to a different aspect of the Education
Partnership.
Each of the SSQ-supported components is national in scope, supporting
exiting government structures. Component 3 supports the MoRA’s five-year
plan to achieve universal national accreditation of private madrasah
(Islamic schools) in the Islamic education sub-sector.
The Sub-National Institutional Monitoring and Evaluation Advisor will work
closely with provincial offices of MoRA, the madrasah Development Centres
MDC other subnational partners and madrasah to improve institutional
capacity in term of monitoring and evaluation and in particular providing
technical expertise to these institutional to enable them to provide
monitoring reports and analysis of the effectiveness of the learning and
capacity improvements of Partnership beneficiaries. Each of the three
positions will cover up to four targeted provinces over the life of the
program.

The Subnational Institutional Monitoring and Evaluation Capacity
Development Advisor will:
- Provide leadership and effectively work with the subnational and
district institutions to improve their capacity to monitor evaluate and use
resultant data to improve service delivery to targeted subnational
institutional and madrasah.
- Provide ongoing monitoring and evaluation technical assistance to
subnational partners.
- Work closely with SSQ M&E advisors to socialize the SSQ MEP principles
and processes to and to support Component 3 in its monitoring
responsibilities as outlined in the SSQ MEP.
- In consultation with subnational partners and the Component Data
Analyst oversee the timely collection of data on workshop effectiveness
participant learning,
- Support Subnational institutional and madrasah to improve the
quantitative and qualitative monitoring of their own activities and to
develop their reports
- Support the component manager and the SSQ M&E teams to prepare the Mid
year and annual progress report.
- Facilitate and support the POM as they implement the Education
Partnership PAS as it applies to Component 3 partners.
- Provide technical advice and input to prepare Madrasah for
accreditation by quality assuring the accreditation simulation activity
across all 1,500 targeted madrasah* *

The Subnational Institutional Monitoring and Evaluation Capacity
Development Advisors must have the following skills:
- Graduate or Post-graduate qualifications (or equivalent experience) in
monitoring and evaluation.
- Up to 5 years experience in working with religious schools and / or
Islamic education system.
- Ability to build the capacity of subnational institutions via targeted
on site and / or workshop training in monitoring and evaluation.
- Ability and experience working within a large, culturally diverse team
of operations and implementation staff, delivering on all aspect of
operational requirements, and promoting a culture of customer service;
- Strong interpersonal skills, excellent written and verbal
communication skills, and an ability to affect positive working
relationship with a wide variety of stakeholders at senior levels.
- Familiarity with excel databases, excel worksheets, statistical
analysis and Microscof Word.
- High-level written and verbal Bahasa Indonesia.
The following skills are desirable:
- High-level English language skills
- Experience monitoring and evaluating educational programs in Indonesia.
