International Inc., a leading international consulting firm, seeks to fill the
following long-term, full-time position for a project funded by the U.S. Agency
for International Development (USAID), Indonesia Changes for Justice (C4J). The
primary objective of the C4J project is to improve the performance of
Indonesia’s justice system, a prerequisite for good governance and sustained
economic growth, through cooperation with the Supreme Court and Attorney
General’s Office (AGO) of the Republic of Indonesia.


COMMUNICATION SPECIALIST
Job
Responsibilities
The
Communications Specialist is responsible for providing strategic direction,
coordination and technical input into all three C4J project components, with
supervision, in compliance with USAID regulations and the contract signed by
USAID and Chemonics. Public communications, public awareness, and public
affairs are common themes to all components, as well as being a specific
output. As such, there is an overarching responsibility to ensure that all
public awareness, public relations, and media products are of the highest
quality, are consistent with the C4J objectives, and adhere to any restrictions
required by USAID and Chemonics.
 The
Communication Specialist will be ready to undertake other project duties as
required by the COP and DCOP, Communication Expert if needed.    
Specific Tasks
 The Specialist is expected to
fill this overarching responsibility by working closely with the Communications
Expert, Chief of Party (COP), and Deputy Chief of Party (DCOP), and
coordinating with the other technical experts and project staff in:
* Sustaining and broadening reforms in the Supreme Court;
* Sustaining and broadening reforms in the Attorney General’s Office; and
* Providing timely assistance for special initiatives needed to advance justice sector reform.
 The
Communications Specialist will ensure a good and professional relationship with
the Supreme Court and Attorney General’s Office and other counterparts within
the Government of Indonesia.
Under supervision from the Communications Expert,
COP and/or DCOP:
·         The
Communications Specialist will collect and provide data to the DCOP and the
Monitoring and Evaluation Specialist for relevant indicators related to public
communication, public awareness, and public relations in all project components.
·       The
Communications Specialist will contribute to all scopes of work for work
undertaken for public communication, public awareness and public relations by
the project.
·       The
Communications Specialist will maintain technical quality
control for all public communication, public awareness and public
relations work, ensuring that performance targets and deliverables outlined in the
project contract are completed in a timely and cost-effective manner.
*   The Communications Specialist will contribute to the project weekly and quarterly reports and other project reports and
   deliverables as required.
* In
coordination with the Communications Expert, COP or DCOP, the Communications
Specialist will coordinate and manage the work of short-term technical
consultants, local short-term team members, and local consultants that are
hired under the project to assist with activities relating to the
Communications Specialist’s scope of work.
The Communications
Specialist may be called upon by the COP or DCOP to undertake assessment trips,
initiating pilot projects, and conducting other technical assignments
Reporting
The
Communications Specialist will report directly to the Communications Expert. He/she will prepare
regular oral and written progress reports that demonstrate the status of
project activities toward expected results, as well as other reports as
required
Qualifications
and Salary
The
Communications Specialist is responsible for delivering guidance and
coordinating all technical assistance activities related to public
communications, public affairs, and public relations to the Supreme Court and
the AGO with limited supervision. The Specialist shall have a minimum five (5)
years of professional experience with public communications and public
information and work with the media. Prior experience and an understanding of
the Indonesian justice sector, and the bureaucratic reform process, are
required. In depth technical knowledge of the Supreme Court and/or AGO’s public
affairs needs is preferred. Prior experience with technical assistance projects
and work with donor-funded projects is preferred. Written and verbal fluency in
English and Bahasa Indonesia is required. Strong inter-personal and
communication skills are required.
  Compensation will be negotiated with Chemonics
International and will be based on the consultant’s demonstrated salary
history, professional experience, education and training, and market factors.
Time Frame
This
long-term, full-time position is available immediately and is expected to last
for the duration of the project.  The
project begins on 15 May 2010 and ends on 11 May 2014.
