Chemonics
International Inc., a leading international consulting firm, seeks to fill the
following long-term, full-time position for a project funded by the U.S. Agency
for International Development (USAID), Indonesia Changes for Justice (C4J). The
primary objective of the C4J project is to improve the performance of
Indonesia’s justice system, a prerequisite for good governance and sustained
economic growth, through cooperation with the Supreme Court and Attorney
General’s Office (AGO) of the Republic of Indonesia.
CASE MANAGEMENT OFFICER
JOB RESPONSIBILITIES
The Case Management Officer is responsible for supporting Bawas, Badilum, and high courts in tracking monthly performance data of district courts, judges, and court staff, in compliance with USAID regulations and the contract signed by USAID and Chemonics. This position will focus on achieving improved public information and management information through an effective training and mentoring program to implement and sustain: the case tracking system (CTS); training programs for the CTS; and data monitoring and accountability processes within Bawas, Badilum, and the high courts. The Case Management Officer will ensure a good and professional relationship with all counterparts.
Under the direction of the Chief of Party, or as otherwise delegated, the Case Management Officer will contribute to the annual work plan contract specifications. The Case Management Officer will be ready to undertake other project duties as required by the Chief of Party.
Specific requirements
The Case Management Officer is expected to study, learn, and contribute to the development of materials related to CTS and management training programs under the C4J Project, and to coordinate closely with its staff, expatriate consultants, the Chief of Party and Deputy Chief of Party, counterparts, donors, and others working in those areas. Specific expectations include:
• Developing effective working relationships with leaders and counterparts in the Supreme Court, Bawas, Badilum, reform teams,
technical experts, local organizations, other government institutions, other donors, etc. to accomplish the assigned activities, with a
specific focus on sustaining effective implementation of automation through oversight of data entry and reporting in the courts.
• Assist the counterparts within the Supreme Court, Bawas, Badilum, and Training Center to develop policies, programs, standard
operating procedures, and other written documents as needed to sustain S, which may include public access to information, data
monitoring, supervision, and accountability.
• Assist the counterparts within the Supreme Court and its bodies to design and implement a strategy for transferring knowledge,
managing programs, and implementing oversight effectively and efficiently through appropriate training and mentoring solutions.
• The Case Management Officer will cooperate with the court administration specialist, communications specialists, access to justice
specialist, other training specialists, and other C4J staff to:
• Maintain technical quality control for all assigned areas of work. Ensure that the performance targets and project deliverables outlined in
the C4J Project contract are completed in a timely and cost-effective manner, and that they meet acceptable quality standards.
• Contribute to the project quarterly reports, annual work plans, and other project reports and deliverables as required. Prepare regular
oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as
required.
• Undertake assessment trips, as required, initiate and evaluate the progress of training activities in the lower courts, and suggest needed
adjustments based on progress made.
• Carry out other duties as assigned by the Chief of Party, or as otherwise delegated.
• As teamwork is crucial to the success of the project, the Case Management Officer will also coordinate work with other project staff
working as a team.
REPORTING
The Case Management Officer will report directly to the Court Administration Specialist, and will work closely with all project staff under the direction of the Chief of Party, and in close coordination with the Deputy Chief of Party. The Case Management Officer will collect and provide data to the Deputy Chief of Party and the Monitoring and Evaluation Specialist for relevant indicators related to training activities, as required
QUALIFICATION AND SALARY
The Case Management Officer is responsible for delivering guidance and coordinating all technical assistance activities to implement CTS training and mentoring programs. A college degree or higher is required. Prior experience with the CTS is preferred, and understanding of the Indonesian justice system is required. Prior experience with technical assistance projects and work with donor-funded projects is preferred. Written and verbal fluency in English and Bahasa Indonesia is requierd. Strong inter-personal, communications, management, and leadership skills are required.
TIME FRAME
This long-term, full-time position is available immediately and is expected to last for the duration of the project. The project begins on 15 May 2010 and ends on 11 May 2014.
