Flora International (FFI), Request for Expression of Interest, Two Consultant
Positions, Banda Aceh, Indonesia, Community Rangers
Program (CRP), No. TF099737
Project background: FFI is currently implementing a CRP under the World Bank’s
Consolidating Peaceful Development in Aceh (CPDA) program. The CRP covers 14 Mukim in 6 districts and has the following core
activities: establishment of 14 CR teams; routine activities (forest patrols,
human-wildlife conflict, outreach and livelihood development) and CR
institutionalization. An impact assessment team (DIME), FFI’s partner, is aiming to examine CRP impact towards: reducing forest
crime; reducing human-wildlife conflict; reducing environmental damage due to
development and human settlement; creating institutional capacity for
conservation in forest edge communities; promoting new and sustainable
livelihoods; and, contributing to social integration and social capital.
Consultancy
Packet 1) Impact Evaluation
– Environmental Threat Analysis Consultant, Ref No. 61/ADM/FFI-BAO/06/2013 Role and responsibilities of the
Consultant: collect data on: i)
forest crimes and human wildlife conflict; ii) environmental destructiveness of
infrastructure development; and, iii) community perceptions on CRP in
addressing these issues. The design will: i) Survey 28 forest-edge mukim in the
Ulu Masen area (14 CRP mukim and 14 randomly selected mukim); ii) Select 14 subdistricts in the Leuser area based on
environmental and socio-economic data to be “Leuser control communities”; iii)
Select 4 villages within each of the program and control communities as sites
for data collection; iv) For each village, collect data on illegal logging,
gold mining, poaching, water degradation, human-wildlife conflict,
infrastructure development, forest conversion, rubbish deposits and others.
Outputs: i) Data
collection work plan for 168 villages; ii) Production of a standardized data
collection instrument/form and a data collection protocol document; iii)
Printed/electronic data collection instruments/forms; iv) Printed/electronic
data collection protocol; v) Assembly, training, and management of a team of
qualified field enumerators who will collect data in the 168 villages using the
standardized instrument/ form; vi) Electronic dataset of environmental data;
and, vii) Final summary report describing the main activities and their achievements
(data analysis is not required).
Timeline: The contract will be
implemented over a period of 3 months, beginning in September 2013. All outputs
must be delivered by the end of November 2013.
Consultancy Packet 2) Impact Evaluation -
Project End Survey Consultant, Ref No. 59/ADM/FFI-BAO/06/2013,Role
and responsibilities of the Consultant: implement a sample survey of
households, village heads, and youth based on a research design and using
questionnaires and protocols provided by DIME. This will include: i) Assembling
and training enumeration teams to complete the surveys and deliver processed
data; ii) Translating and back-translating all survey questionnaires and
accompanying material (including enumerator guidelines, code sheets, consent
script, etc.); iii) Pre-testing all survey questionnaires and working with DIME
to finalize the questionnaires; iv) Printing and assembling all questionnaires
and accompanying print material; v) Carrying out the sample surveys using the
design, questionnaires, and protocols provided by the DIME team; and, vi)
Double entry of all data from the completed questionnaires into a digital
database and ensuring no errors.
Outputs: i)A enumeration team roster and signed
declarations from enumerators indicating that field research will be carried in
accordance with standards of informed consent and ethical standards specified
in the Belmont Report and elsewhere, as specified by DIME; ii) Translated soft
copy and formatted questionnaires and print material, back-translated
questionnaires and accompanying material, with any mistranslations rectified in
the final questionnaires; and, iii) Digital copy of error-free dataset of all
survey responses with soft copy of codebook.
Timeline: Survey work should be
concluded by November 2013, with recruitment, training/pre-testing, and other
preliminary steps in August 2013, and data delivered by December 2013.
FFI now invites eligible consultant firms to indicate
their interest in providing these services. Interested firms must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, general qualifications and number of key staff etc). Consultants
may associate to enhance their qualifications. It should be stated in the
Expression of Interest response whether the association is a joint venture or
sub-consultancy. Sub-consultant qualifications will not be considered. A consultant will be selected in
accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowersand the FFI-World Bank grant agreement.
