Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for
sustainable development with worldwide operations.
Project background
The GIZ project ‘Energy Efficiency and Climate change Mitigation in the
Land Transport Sector in the ASEAN region’ (Transport and Climate Change, www.transportandclimatechange.org)
aims to develop strategies and action plans for more sustainable transport in the
region. At the request of the ASEAN Land Transport Working group, the project’s
regional activities are in the area of strategy development, green freight and
logistics, clean fuels and vehicles and NAMAs in the transport sector. At the
national level the project supports relevant transport and environment
government bodies in the Philippines, Vietnam, Thailand, Malaysia and
Indonesia, for the development of national action plans and improvement of
policy monitoring systems (MRV). It is supported by the German Ministry for
Economic Cooperation and Development
The related TRANSfer project (www.transferproject.org)
aims to support decision-makers in developing countries to develop climate
change strategies in the transport sector to be registered as Nationally
Appropriate Mitigation Actions (NAMAs). For Indonesia, support is given to
develop a NAMA for a Sustainable Urban Transport Initiative, which entails
national components, coordinated by the Ministry of Transport, and local
components in several cities. The project is looking for a Transport and
Climate Change Advisor (Indonesia)
A. Responsibilities
As national project coordinator for Indonesia and transport and climate
change advisor responsible for
§ Expert advice to project counterparts in Indonesia
§ Management and organisation of activities to
support the implementation of the TCC Project in Indonesia under the guidance of the team leader
§ Management and organisation of activities to
support the implementation of the TRANSfer Project in Indonesia under the guidance of the TRANSfer
Indonesia Manager
B. Tasks
1. Technical Advice
The national project coordinator/ transport advisor
* Provides technical advice to project counterparts in the area of low carbon transport policies and their monitoring. Main counterpart is Ministry of Transportation. Other relevant cooperation partners include, inter alia, BAPPENAS or Ministry of Environment.
* implements capacity development activities according to project work plan and ad –hoc requests from counterparts and the team leader. Depending on needs, this can include task like:
* preparation and technical input to workshop and training settings
* efforts to improve transport data availability and accessibility.
* Capacity building and system design for MRV of transport NAMAs
* assists in the development of NAMAs for the transport sector
2. Tasks
related to Coordination and Knowledge management
The national project coordinator/ transport advisor
§ supports cooperation, regular contact and dialogue with
partners organisations in Indonesia
§ coordinates relevant project activities at local level in
consultation with the team leader and in cooperation with the partners, both as
regards implementation and preparing organisational aspects.
§ Supports
the counterpart in establishing a steering committee and the respective
coordination process (setting up regular meetings, regular update of TRANSfer
partners, etc.)
§ cooperates with local communities, relevant
organisations, non-governmental agencies and individuals in the project
environment and with other projects to improve and maintain good working
relationships
§ provides ideas and recommendations on
project implementation strategy and progress to the team leader
§ assist
as liason among the project and relevant ministries (transport, environment
etc) NGO, Universities and GIZ Indonesia, as requested by the project team;
§ supports the development of strategies, technical
concepts, studies, project reports and presentation documents
§ Assists
with research activities and data mining on sustainable transport issues
§ assists
with PR work
C. Required qualifications, competences and experience
Formal Education:
§ University Master’s Degree in a course related to
transport; optional: specialization in a field related to the Environmental/
Climate change mitigation economics and policy.
Professional experience:
§ Minimum of 2 years of relevant occupational
experience in a comparable position on transport and/or climate change
§ Experiences in project management
Other knowledge, additional competences:
§ Excellent command of MS-Office
§ Good working knowledge of modern telecommunication
systems
§ Excellent written and oral communication skill in
English, with analytic capacity and ability to synthesize relevant findings
§ Excellent ability to shares knowledge and experience,
a good team player and self-Management
