Terms of Reference
Position : Web Database Developer
Starting Date : July 2013
Duration of Contract : 22 working days
Background and Objectives
Our beneficiary has An Reporting Information System to process and analyze
reports once it is submitted by mail and manually entered to the system by
staffs. SIAP 1 will assist one of Indonesia government institution in
increasing the compliance. To do this effectively, there is a need to
improve procedures for monitoring submitted reports and also developing
infrastructures. SIAP 1 will also assist in developing an online interface
for public servants to submit their report. This online interface could be
accessed through browsers and/or Android/iOS devices.
Activities
A. Database Analysis
1. Gather and analyze current database design
and structures. (3 days)
Web developer will analyze the database design document and structure of
Sistem Informasi Gratifikasi.
B. Database modification
1. Modification of current database diagram and structures. (5 days)
Web developer will modify the database according to needs based on the existing
regulation
2. Develop a simple Decision Support System on the report. (7 days)
Web developer will create a simple DSS on the report based on some raw data.
3. Participates in the testing process; through test, review and
analysis of application. (2 days)
Conduct User Acceptance Test (UAT) based on the new business process.
4. Revise the web database application based on test, review and
analysis. (5 days)
Revise and finalize the database based on UAT.
Requirements
1. Have a minimum of 2 (two) years experience in
designing database
and application process, preferably for a government agency;
2. Have a minimum of 2 (two) years past experience in developing a web
database application, preferably for a government agency;
3. Have past experience and knowledge regarding:
a. Database and application design process
b. Web programming especially PHP, JAVASCRIPT / AJAX and HTML
c. RDBMS especially PostgreSQL
4. Have an experience in testing the software.
5. Have an experience in writing user manual and system documentation.
This user manual will be accessible in the system where users can access
them easily.
6. Have an experience in user training.
7. Have a satisfactory record of Past Performance; and
8. Be able to provide the Services within the time period.
Deliverables
1. Report/Documentation on modification of
database and system design
process,
2. Web database application on the reporting,
3. A simple Decision Support System.
