ACF Immediate Vacancy - Advocacy Expert

IMMEDIATE VACANCY

Founded in 1979, ACF International (Action
Against Hunger) is an international
humanitarian organization that delivers programs in over 40 countries.
Recognized worldwide as a leader in the fight
against hunger, our mission is to save lives
through the prevention, detection, and treatment
of malnutrition, include Water and Sanitation, not limited during and after
emergency situations and conflicts.

Currently, ACF
Indonesia Mission is seeking a qualified candidate forthe position of Advocacy Expert,
to be based in Jakarta,  covers the following field of activities : Nutritions, Care
Practices, Food Security & Livelihoo and WASH.

The person will report directly to the
Country Director with functional link to the Advocacy Manager of Head
Quarter/Paris.

Initial Contract
duration : 6 months (with possibility of extension)

EDUCATION – QUALIFICATIONS – EXPERIENCES
Education level/ specific graduation/ desirable specific knowledge:
·        Master degree in Political Science or Public Health
·        Specific studies in humanitarian aid and/or development
·        Food security, Nutrition & Health and/or WASH background

Experience Required : Five or more years working in Indonesia in public health-related
issues.
* Experience in negotiation with donors, national and provincial actors.
* Experience in networks establishment
* Experience in managing multidisciplinary team
Knowledge :
·      Public health issues related to under-nutrition
·      Indonesian Health System
·      Networks (MoH, UN agencies, International NGO, Indonesian NGO, media,
universities, etc…)
·      Project cycle management
·      Poverty reduction strategies and fight against hunger

Abilities
·      English literacy
·      Excellent writing and analytical skills, ability to
synthesize complex and sensitive material
·      Good communication
skills (oral and written)
·      Leadership and good
team player
·      Capacity to develop
networks at national and local levels.
·      Negotiation skills; Strong political sense and diplomatic skills
·      Strong computer literacy (Word, Excel, Internet),
including ability to use the internet for research purposes
·      Enthusiasm, dynamism
and capacity to work in autonomy
·      Ability to work under pressure

KEY OBJECTIVE :
Develop and implement the advocacy strategy in
order to promote the technical and operational strategy and increase ACF impact
by creating political and institutional changes at national and provincial levels.

Objectives and Responsibilities

Mission 1 : Contribute to the definition of mission strategy
The Advocacy Expert is responsible for :
Ø  developing the mission advocacy strategy
consistent with the technical strategies and ACF international advocacy
strategy : identification of objectives of change, defining the messages,
targets and partners and relevant tools
Ø  writing proposals (or advocacy objectives and
activities within mission’s proposals) and reports for funding agencies and
submitting to the Country Director in a timely manner

Mission 2 : Implement the advocacy strategy at national level
The Advocacy Expert is responsible for :
Ø  managing information necessary for advocacy
activities
Ø  elaborating the action plan and coordinating
the implementation of advocacy activities
Ø  efficiently
monitoring and evaluating the results, ensuring compliance with ACF standards,
implementing recommendations and alerting the Country Director  when necessary

Mission 3 : Represent ACF to outside bodies
The Advocacy Expert is responsible for :
Ø  Participate to technical meetings and working
groups at national level
Ø  Produce technical summaries on national and
international debates on issues concerning ACF sectors of activity to the
attention of the Programme Coordinator in the field
Ø  developing and coordinating partnerships with
other parties on advocacy activities (NGO, civil society) and facilitating
joint advocacy activities and consortium
Ø  supporting the Country Director in developing
contact with the media and stakeholders in order to have an effective and efficient
channels for advocacy messages

Mission 4 : Contribute to ACF expertise on Advocacy
The Advocacy Expert is responsible for :
Ø  recording experience and lessons learned on
advocacy activities and transmit to HQ
Ø  contributing to working groups and advocacy
activities (data collection and analysis, possible participation to international
forums and meetings) of ACF international network
Ø  adapting and implementing mission activities
related to overall advocacy objectives (support to campaigns, multi-country activities)

External and Internal Relation

External :
Ø  Local Authorities: consultation and exchange of
information, active advocacy
Ø  National Authorities: consultation and exchange of
informatiom, active advocacy
Ø  Other NGOs: consultation and exchange of experiences, consortium
or joint initiatives.
Ø  Media : communication on advocacy issues
Ø  Donors : consultation or information sharing, active advocacy

Internal
Ø  HQ Advocacy Officer : functional relation – methodological and support
exchanges
Ø  Country Director : hierarchical relation – strategic and operational
exchanges
Ø  Programme coordinator : collaboration, exchange of
information
Ø  Program managers : collaboration and exchange of information
