*Background:*
The Government of Indonesia has made important strides in higher education:
increased enrollment and education attainment; improved percentage of
teaching staff with advanced degrees; internationally competitive
staff/student ratios; and reinvigorated research capacity and knowledge
generation. However, the demand for skilled human resources and new
knowledge is accelerating and Indonesian higher education institutions lack
the management and quality needed to meet the demands of national
development. USAID’s Higher Education Leadership and Management (HELM)
project will provide technical assistance, training, and other support to
strengthen capacity in the Indonesian higher education sector to increase
effectiveness in the following four core management areas:
1. General administration and leadership,
2. Financial management,
3. Quality assurance (QA), and
4. Collaboration with external stakeholders.
The strategy of the HELM project is to leave a legacy of stronger
management systems in Indonesia’s higher education sector that will
continue to improve academic quality, not just in a limited one-time
manner, but in a regular and systematic fashion over the short, medium and
long term. HELM has identified 25 institutional partners. Strengthening the
capacity of these institutions is a shared priority between the government
of Indonesia (GOI) and USAID.
*Principal Duties and Responsibilities*
The Regional Specialist is a specialist level position. The Regional
Specialist is responsible for developing and maintaining strong
collaborative relationships with HELM coordinator and other ‘agent of
change’ in partner institutions in either the East or the West cluster.
This position will also be responsible for developing and implementing
capacity development activities, site-based follow up and monitoring, and
identification and design of programs that focus on regionally identified
need.
Following an initial assignment, approximately six to eight months, in the
HELM central office in Jakarta this position will be reassigned to one of
HELM’s regional offices. At that point the regional specialist will take on
additional responsibilities including coordination and management of one of
HELM’s regional office and renewed focus on regional programing, which
might include support for community colleges or other identified needs.
*Qualifications, skills and experience:*
*Required:***
- Advanced degree in field related to HELM core areas and experience
working with HEI in Indonesia;
- Working level proficiency in oral and written English and in Bahasa
Indonesia;
- Experience working on donor funded programs in an administrative or
logistical environment;
- English and Bahasa Indonesia report writing skills;
- Experience implementing monitoring program activities in a regional
environment;
- Financial management skills and supervision experience.
*Preferred:*
- Experience working in a Community College environment;
- Experience supervising staff;
- Experience Liaising with senior level Higher Education partners;
- Management of a regional office.
