The Government of Indonesia has made important strides in higher education:
increased enrollment and education attainment; improved percentage of
teaching staff with advanced degrees; internationally competitive
staff/student ratios; and reinvigorated research capacity and knowledge
generation. The USAID/Indonesia Higher Education Leadership and Management
project (HELM) provides technical assistance, training, and other support
to strengthen capacity in the Indonesian higher education sector to
increase effectiveness in the following four core management areas:

1. Financial management,

2. General administration and leadership,

3. Quality assurances, and

4. Collaboration with external stakeholders.

*OBJECTIVE OF ASSIGNMENT*

The purpose of this assignment will be to produce a deliverable that
accurately assesses the four core areas of HELM during its first full
implementation year. This report will highlight particularly effective
practices and make recommendations to improve impact or inform of
corrective action, if necessary.

The consultant(s) will create a data instrument to collect institutional
level and DIKTI level data to compile a report that analyzes the progress
in each of the four core HELM management areas. The final evaluation report
will document progress in each core area, highlight particular effective
practices, suggest recommendations to improve project impact, and advise
and inform regarding program course correction, if necessary. It is
anticipated this short-term consultancy will begin on/about August 19, 2013
and will be approximately 1 (one) month in duration. The assignment will
take place in Jakarta, Indonesia, with travel to higher education
institutions outside of Jakarta as necessary.

*RESPONSIBILITIES*

The external consultant(s) will be responsible for but not limited to the
following:

1. Create an interview protocol to collect data on HELM impact in the
four core areas.

2. Design and implement a data collection strategy and synthesize and
analyze the collected information in light of documenting program impact
and informing any needed course corrections on a program level.

3. Write a final report to document progress in each core area,
highlighting effective practice and suggesting recommendations to improve
project impact as well as to advise on any program adaptations which might
expand impact and improve results.

*QUALIFICATIONS*

1. Experience with Higher Education administration in Indonesia and/or
Southeast Asia required.

2. Experience implementing monitoring & evaluation for donor funded
programs in education programs required.

3. Mid-term or final evaluation experience for donor-funded programs
preferred.

4. English language skills required.

Salary commensurate with experience.
