Vacancy - Project Officer for North Sulawesi (PO)

Cowater
International is a Canadian private sector company that manages international development
projects, including three current projects in Indonesia.  We are seeking to recruit Project Officer (Manado)
to provide assistance for a CIDA-funded project to support Indonesia’s Islands
of Integrity Program for Sulawesi (SIPS).

The Project Officer, North Sulawesi (Manado-based) will provide advice, support and coordination to the Project Director, Jakarta
in managing project activities in North Sulawesi.  Specific responsibilities include:

·          Liaising
and leading communications and collaboration with key provincial-,
kabupaten-and kota level decision-makers and civil society partners to
facilitate project implementation;
·          Coordinating
logistical support for project activities;
·          Planning,
organizing and ensuring the efficient delivery of workshops, seminars, training,
coaching and other project activities inNorthSulawesi;
·          Identifying
emerging project implementation challenges and alerting the Project Director;
·          Analyzing
and providing written advice on the local governance context in North Sulawesi
·          Progress
reporting and work planning.
·          Leading
project activities specific to  North
Sulawesi as directed by the Project Director.

Project
administration responsibilities include:
·          Ensure
adherence to the project’s financial management procedures;
·          Manage
project office communications and IT resources;
·          Management
and maintenance of  North Sulawesi
project office inventory and physical resources;
·          Supervision
of professional, administrative and support staff and consultants;
·          Staff
training and professional development.

Required
skills, knowledge and experience include:
·          Relevant
Post-Secondary Degree
·          Minimum
eight years work related experience in implementing technical and organizational
capacity building programs in good governance and anti-corruption
·          Minimum
three years previous experience working with bilateral or multilateral donors in
a similar capacity/role as required for SIPS
·          Demonstrated
ability to work collaboratively with local governments and civil society to promote
and facilitate change and improved public services
·          Experienced
with transparency and accountability within decentralized governments
·          Experience
in the area of public service delivery including OSS and procurement reform and
experience working in  North Sulawesi
considered beneficial
·          Sound
understanding of the importance of civil society participating in local governance
activities.
·          Strong
communication skills in English (both oral and written) and  Bahasa Indonesia.
