BACKGROUND AND RATIONALE
Media is an indispensable partner in development and does have a role in monitoring, raising awareness and holding stakeholders accountable to the upcoming UN Post-2015 Development Agenda. The Government of Indonesia, playing a leading role in supporting the new development agenda, has proposed the organisation of an international forum, with support of UNESCO, that will define the role that media, including social media, could play towards sustainable development, poverty eradication and peace, the axes upon which the new Development Framework is being developed.
To achieve that, the project proposes three main actions:
1. National Meetings/Workshops on emerging issues on media, and culture of peace and non violence
2. Media capacity building for youth – UNESCO Youth Peace Leaders
3. Bali Global Forum
Media is an indispensable partner in development for which the participation of media and civil society to adapt to a changing world is vital, especially in mobilizing public participation. With that idea in mind, while noting Indonesia’s role as one of the leading countries in supporting the upcoming Post-2015 Development Agenda, it is timely to call an international forum that will define the role that media, including social media, could play in the new development framework. The Bali Global Forum proposes as such to focus on the promotion of peace and build on previous UNESCO initiatives.
Post-2015 Development Agenda
The year 2015 is the due date for the Millennium Development Goals (MDGs) that were agreed by the world leaders in the year 2000 at the UN General Assembly to address the development challenges. That date is getting closer, and despite some meaningful improvements and achievements, we are still far from accomplishing what was established in that development agenda. Currently, the world faces the challenge of agreeing on a new set of goals that both continues the success of the MDGs and makes use of their strengths, as well as balancing the MDGs’ weaknesses. In July 2012 the United Nations Secretary General Ban Ki-Moon established a High-Level Panel of Eminent Persons (HLPEP) charged with the responsibility of consulting and consolidating global voices on a Post-2015 Development Framework. In addition to that, the Rio+20 Earth Summit formalized the establishment of an open working group of 30 nations tasked to develop Sustainable Development Goals
(SDGs). The September 2013 Annual General Assembly Session (24-29) will play an important role in the discussions to develop an inclusive Post-2015 Development Framework.
As a Middle Income Country and one of the fastest-growing economies worldwide that is at the same time characterized by high vulnerability to natural disasters, Indonesia is poised to take the lead in and function as a model for tackling old and new development challenges. As the fourth largest country, the third largest democracy and the largest Muslim-majority nation, Indonesia is a strong member of ASEAN and the G20. ASEAN, with its goal of promoting active collaboration and mutual assistance on matters of common interest, has the potential to play a significant role in the discussion around the Post-2015 Development Agenda.
The project aims to achieve its goal through a process at two levels, national and international.
In the lead up to the Bali Global Forum five national meetings will be conducted in Indonesia, bringing together national actors to find a common view and start the discussions that later will be brought to the global forum in Bali and debated with international stakeholders.
The project pays special attention to the participation of youth and women, who will be involved in both national and international processes not only as beneficiaries, but also as active players and partners. Aiming to give voice to the voiceless, participation of marginalized groups, indigenous communities, people living in rural areas will be encouraged and supported.
The latter aspect will be reinforced through a capacity building training of young women and men on media and its role in the new development framework.
In addition to the abovementioned, both the in country consultations and the Bali Global Forum will include special sessions devoted to the relationship between media and people with disabilities. Disability issues still do not get enough attention from the media. Thus, serious discussion and debate is needed on how can media contribute and advocate for disability rights, and how can participation of people with disabilities be supported through traditional and new media.
DUTIES AND RESPONSABILITIES
a) The objective of the assignment is to provide professional high-profile graphic design services for the Bali Global Forum project outputs. Thus, under the overall supervision of the Director of UNESCO Office, Jakarta and the direct supervision of the Program Specialist for Social and Human Sciences, the incumbent shall:
1. Interpret the design needs of the project and develop a concept to suit target audience in line with UNESCO standards;
2. Produce flyers, brochures, informative glossy reports, videos and other multimedia secondary products on the Bali Global Forum and the World Press Freedom Day;
3. Create the Bali Global Forum website and keep it updated with diverse multimedia content;
4. Develop, update and maintain communication materials;
5. Develop design briefs by gathering information and data through research and thinking creatively to produce new ideas and concepts;
6. Work with a wide range of media, including photography and computer-aided design (CAD);
7. Develop interactive designs such as sector multimedia, CD Roms and photo essays;
8. Proofread to produce accurate and high-quality work;
9. Work on layouts and artworking pages ready for print;
10. Perform any other duties deemed necessary by immediate supervisor
KEY DELIVERABLES
1. Produce briefings, brochures, press releases, videos and other materials as described in the section above;
2. Design, develop and create the Bali Global Forum website;
3. Produce diverse multimedia content to feed in the UNESCO HQ website, UNESCO Jakarta website, Bali Global Forum website, and other social and digital media managed by the UNESCO Jakarta Office;
4. Develop presentation templates;
5. Final report at the end of contract period summarizing activities completed during the contract
REQUIRED SKILLS AND EXPERIENCE
• Degree/Diploma in Creative or Fine Arts or Communication;
• Knowledge of design programs such as Quarck Xpress, Free Hand, Illustrator, Photoshop, 3ds Max, Acrobat, Director, Dreamweaver and Flash;
• Relevant working experience in IT industry and graphic design for Degree holder and 6 years for Diploma holder;
• Demonstrated experience in media production or communications;
• Experience working with development issues is preferred;
• Knowledge and previous work in the UN System is an asset
• Excellent command of oral and written Bahasa Indonesia and English with the ability to write clear and compelling news, features and analysis;
• Good at organization and planning, including the ability to organize own work,
• Handle multiple projects and activities, as well as able to work under pressure;
• Willingness to work in a team and strong interpersonal skills and ability to establish and maintain effective working relations with people in a multicultural environment.
