Background
As the government’s premiere development planning organization, the Ministry of National Development Planning Agency (BAPPENAS), is responsible for designing the new generation of development policies in Indonesia. While BAPPENAS retains enormous in-house analytical expertise for development planning of any agency within government, BAPPENAS is itself aware that the nature of Indonesia’s development challenges requires more improvements to the organization’s ability to draw on various sources of empirical analysis. In this regards, in addition to the existing structure, BAPPENAS requires a Policy Analysis Team (PAT) that functions both as a ‘think tank’ to assist the Minister and Vice Minister, and as an organizational unit to manage the changes.
The overall purpose of BAPPENAS’ Policy Analysis Team is to synthesize and commission policy analysis from different sources. It will function as an intermediary between Indonesia’s overall knowledge sector and senior policy makers. As such, it should be able to produce succinct, policy-oriented briefing documents, often on short-notice, to an international standard, among cross-cutting and complex development issues, such as, among others, maintaining Indonesia’s economic competitiveness in a global arena; helping the poor ride out economic shocks through a better system of safety nets; and joining the global debate over climate change. Furthermore, this Team is also expected to assist the Minister and Vice Minister to improve BAPPENAS’ management of organizational processes aimed at empowering the institution to embrace changes in its current business environment.
As part of an agreement between the Australian Agency for International Development (AusAID) and BAPPENAS, KSI has been requested to provide support to the PAT at BAPPENAS. This support includes technical input and assistance, procurement/contracting, travel arrangement, and payments.
To manage the BAPPENAS’ Policy Analysis Team, experts are also needed. These experts consist of full time and/or intermittent national and international consultants to work in close coordination with the Minister and Vice Minister of BAPPENAS.
These TOR guide the procurement of a Program Coordinator needed by the Policy Analysis Team.
Objectives of the Services
Support the PAT Executive Secretary and other members of Policy Analysis Team to provide assistance to BAPPENAS to enhance the capacity of BAPPENAS to synthesize and commission policy analysis from different sources and to function as an intermediary between Indonesia’s overall knowledge sector and senior policy makers.
Scope of Services
The Program Coordinator will provide support to the PAT Executive Secretary and the other team members on program activity and operations. The Employee’s duties will include:
Under the direction of the PAT Executive Secretary, and liaison with KSI, assist in planning and design of the PAT new activities, development of activity work plans, budgeting, and reporting;
Managing the PAT’s program activities and financial operations, including implementation (activities and sub-contractors), monitoring the efficiency and effectiveness of activity capacity building measures against the objectives, reporting, and evaluation of program outcomes;
Responsibility for the day-to-day running of office operations, procedures and resources to facilitate organizational effectiveness and efficiency.
Preparing Terms of Reference (TOR) for consultants/sub-contractors/services providers to be contracted through RTI Indonesia-KSI;
Ensuring the PAT members comply with AusAID/RTI-KSI requirements in financial, administration, procurement, and other logistical support matters;
Assisting the PAT Executive Secretary and other PAT members in maintaining good contact and relationships with the client counterparts;
Liaise with BAPPENAS and other agencies to support the PAT needs;
Under direction of the PAT Executive Secretary prepare monthly activity and financial update to KSI and provide support to the PAT Executive Secretary in preparing six monthly progress report to KSI; and
Perform other related duties as required.
Relationships Management
Establish and maintain sound and professional relationships with all stakeholders.
Prompt sound engagement between AusAID, PAT members, BAPPENAS and RTI-KSI staff.
Organisational Arrangements
The Program Coordinator will report directly to the PAT Executive Secretary, the KSI senior advisor for intermediary organizations am and will work in a collaborative and flexible manner to support the achievement of objectives across the project/program.
The duration of the assignment is until approximately 30, June 2015.

Qualifications:
Excellent communication, facilitation and inter-personal skills.
Ability to work well within a team.
Ability to work effectively with government and non-government stakeholders.
Three to five years of professional experience in a project management and administration.
Experience in research/knowledge to policy processes desirable.
Bachelor's and/or Master's Degree relevant social science, organisation development and/or social policy field of study.
Excellent writing skills in Bahasa Indonesia. Fluency and strong capacity to read and write reports in English.
Special Provision
In the conduct of her/his duties the Employee will seek to work within AusAID policy and guidelines on gender, poverty, the environment, human rights and governance.
