responded to emergencies in Aceh (tsunami), West Sumatera (earthquake), Central

SUMMARY
The Program Officer
is a part of the Life Stage 1 team supporting ChildFund Indonesia’s programs
for cadre/tutors, parents/caregivers and children aged 0-6 years. The Program
Officer will directly support to the Maternal Child Health (MCH) and Early
Childhood Development (ECD) Specialists in developing an inventory of
cadre/tutor capacity with the aim of creating a capacity building plan for our
working areas. The Program Officer will also work closely with the ECD
Specialist to compile data, analyze, and create reports based on the available
data. Just as important, the Program Officer is responsible for developing, and
assisting our local partner groups, implement baseline surveys on their ECD/MCH
programs as well as submission of Life Stage 1 data to ChildFund’s
International Office (IO).

Work cooperatively and
collaboratively with the ECD Specialist and MCH Specialist on core activities
outlined in ChildFund’s NCP program.

Develop and lead the implementation
of MCH/ECD baseline surveys in the field with the support of the local partner
community groups.
·
Provide onsite visits to program
beneficiaries to monitor progress. Working with the ECD/MCH Specialist to
assess program effectiveness and recommend program modification if necessary.
·
Ensure timely submission of all NCP data
on a quarterly basis to the International Office.
·
Document MCH/ECD best practices based
on the regular collection, compilation and analyisis of data both nationally,
regionally and globally.
·
Work with the ECD/MCH Specialists to
assess the effectiveness of the interventions in the attainment of ChildFund
Indonesia’s core outcomes.

Develop monitoring and data
collection tools, and ensure quality implementation of M&E activities to
meet ChildFund International standards.
·
Conducting baseline surveys, mid-term
evaluations, specialized studies and final evaluations using sampling
methodologies, available data collection instruments, analysis and report
development
·
Provide timely reports on the LS1
program when required.
QUALIFICATIONS/EXPERIENCE
• 5+ years in the area of community
development. Some experience on MCH/ECD programs for parents and children aged
0 -6 is essential.
• Demonstrated experience with the
design, implementation, management and evaluation of programs
• Excellent computer/data management
skills.
• Outstanding written and oral
communication skills in English and Bahasa Indonesia
• Good oral/written communication and
organizational skills
• Experience in M&E methods and approaches (including
quantitative, qualitative and participatory work with children)
• Computer proficiency including knowledge of and practice
in statistical and data management packages
• Willingness to travel nationally to
remote areas
EDUCATION
• A Bachelor Degree on Child
Development, Public Health, Developmental Psychology from a reputable
university or certification on data management systems with an interest in
community development and in particular ECD/MCH.
