II. Organizational Context and Scope
Established
in 1951, IOM is the leading inter-governmental organization in the
field of migration and works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to
promoting humane and orderly migration for the benefit of all. It does
so by providing services and advice to governments and migrants.
Under
the direct supervision of the Government Liaison Assistant, and the
overall supervision of Project Manager (PM), the Project Assistant I
(District Engagement Facilitator) is based in district Simelue-Aceh and
responsible for facilitating and handling IOM Aceh liaison activities
with government entities and other DRR stakeholders at various levels in
the respective District.

III. Responsibilities and Accountabilities
1. Under
the supervision of Government Liaison Assistant, build and maintain
strong, collaborative relationships with humanitarian and development
actors in the district, including government, multi-lateral
organizations, NGOs, media, etc;
2. In close coordination with DRR Coordinator and Government Liaison Assistant, identify
and collect existing sub-national government regulations and policies
as well as development plan pertaining to DRR and prepare abstracts and
summaries as necessary;
3. Keep
Government Liaison Assistant updated on the current local
regulation/policies to ensure that the IOM Project is in line with those
regulations/policies as well as seek opportunity for synergies with
government planning to maintain sustainability of the project;
4. In close coordination with the rest of the district team initiate advocacy
and lobbying activities with various government departments at
district, sub-district and village level to ensure their endorsement and
participation in the project implementation especially in establishing
district level Disaster Management Plan (RPB) and Resilient Village
(Desa Tangguh);
5. Build and maintain liaison with government and relevant DRR stakeholders and platforms at district, sub-district and village level and facilitate bilateral or multi-lateral meetings at those level;
6. Regularly
liaise, provide project updates and develop relationships with key
government officials at district, sub-district and village level and
ensure the government understanding and continued support thereof;
7. Update
Government Liaison Assistant on political matters and relevant
discussions within local governments that may affect the project
activities and advise relevant strategies to address and respond to
local government priorities accordingly;
8. Actively
participate in government coordination and development planning
mechanism at various levels (district, sub-district, and village) to
ensure that the Project stays in tune with local issues and development
related to DRR and to encourage DRR mainstreaming into the government
development priorities;
9. Promote
and raise awareness of IOM’s activities to all relevant DRR
stakeholders at local level through various DRR awareness raising
activities and dissemination of IEC materials engaging government,
partners, stakeholders and the public at local level;
10. Assist
in ensuring appropriate documentation of IOM activities through media
initiatives (photos, human interest stories, documentaries, etc.);
11. Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times;
12. Perform other duties as may be assigned.

a) Good
understanding of national and sub-national DRR system, framework and
regulations. Strong coordination and facilitation skills.
b) Demonstrated

relation skills. Ability to prepare clear and concise reports.
c) Existing network and demonstrated government relations and ability to mobilize government representatives to achieve results
d) Ability to prepare quick and concise reports.
e) Proficient in computer applications

V. Education and Experience
a) Minimum Diploma degree (D3),
preferably in communication, political and social science,
International Relation, or alternatively, combination of related
education and professional experience. A university degree in any of
these fields will be highly regarded.
b) At least four years
of professional experience in liaison with various level of government
entities, UN agencies, NGOs, and other stakeholders.
c) Thorough
knowledge of government structures and development planning mechanism.
Familiar with DRR issues and relevant government structures.
d) Hold
a valid driving license for pick-up cars and needs to be able to drive.
Organization will provide a car, but no driver at field level.
Language
Fluent in English English and Bahasa Indonesia.
