Election Monitoring Specialist
Organizational Context :

The Partnership for Governance Reform (Kemitraan) is a
multi-stakeholder organization working with government agencies and
civil society organizations (CSOs) to advance reform at both national
and local levels. Kemitraan builds crucial links between all levels of
government and civil society to sustainably promote good governance in
Indonesia.

Kemitraan was established in March 2000 as a United Nations Development
Program (UNDP) project designed to help Indonesia realize good
governance at all levels of government. It became operational in May
2001 with the Directorate of State Apparatus, the National Development
Planning Agency (Bappenas) as the Executing Agency, Kemitraan as
Implementing Agency, and the UNDP as the Trust Fund Manager.

Kemitraan became an independent legal entity in 2003 and was registered
as a not-for-profit civil-law association. Over the last nine years,
Kemitraan has grown from its beginnings as a UNDP project into a
trusted, independent and prominent Indonesian-managed organization.

Under the Democracy and State Governance Unit, Kemitraan continued to
support the institutions that will be responsible for managing the 2014
election, and for improving democracy beyond 2014 by advocated reforms
to the Law on elections. Kemitraan also working with Civil Society
Organizations to ensure the quality of 2014 General Elections.
Summary of key functions :

Summary of Key Functions:
•    Develop strategies for election monitoring implementation both for legislative and presidential elections
•    Provide technical assistance to observers to ensure the quality of election monitoring works
•    Provide technical assistance for election studies
•    Provide guidance to the project team to ensure the successful of project implementation
•    Strategic partnership and networking

Recruitment Qualifications :

Education and Skill:   
Bachelors (S1) Degree, preferable Master Degree; having good knowledge
regarding election and the current socio-political condition; clear
commitment to governance reform; humble in character and patient in
listening to stakeholders is a must; willing to develop a good teamwork
with the Partnership staff ; having a good skill in report writing,
project management and good skill on the use of ICT.

Experience:  
Min. 10 years of relevant experience and possess skills in election
monitoring fields, in conducting various training programs, conducting
researches in particular election and democracy,   facilitating the
multi-stakeholders forum, in pulling stakeholders such as key government
agencies, civil society organizations, social-political figures,
private companies and grassroots communities, etc.

Language Requirements:  
Fluency in English and Bahasa Indonesia
