Job Vacancy – Principal Recipient TB ‘Aisyiyah : Monitoring & Evaluation Staff

‘Aisyiyah is a Moslem Women organization founded in Indonesia in 1917 with concern for social and religious issues. Principal Recipient TB ‘Aisyiyah (PR-TB ‘Aisyiyah) is a Global Fund Project to fight Tuberculosis disease focused on community-based activities, managed by the Health Division of Central Board of ‘Aisyiyah.


In Round SSF (2014-2016) of Global Fund for AIDS, Tuberculosis & Malaria (GF-ATM) program, ‘Aisyiyah has been chosen to represent the Indonesian Civil Society as Principal Recipient (PR) of Global Fund to carry out a “Community TB-Care Program” in coordination with the Ministry of Health.

As Principal Recipient (PR), ‘Aisyiyah is responsible to coordinate community level activities of 14 Sub-Recipient (SR) which includes 12 ‘Aisyiyah Provincial Boards, and 3 local NGOs (KMP-TB Sidobinangun
YARSI, PKPU).

The Community TB-Care Program currently covers 12 provinces (35% of Indonesia’s provinces), 45 districts (8% of districts) and will be expanded to about 48 districts. PR- TB ‘Aisyiyah is currently seeking candidate to fill the position below:

Position : Monitoring & Evaluation Staff
Reports to : M&E Coordinator / Project Manager
Location : Jakarta
Salary range : 4-6 million rupiah per month

Purpose of the Position
The M&E Staff will support the M&E Coordinator as well as the Project Manager in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout ‘Aisyiyah.
S/he will provide technical field support to the M&E unit in SR/SSR level. The M&E Staff will work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the M&E Coordinator. S/he may be assigned to focus on supporting one or more specific indicators within a program as assigned by the M&E Coordinator.
S/he will collaborate with the Program Unit as assigned by the M&E Coordinator and/or the Program Manager in reviewing and preparing monthly, quarterly and final narrative and PUDR reports. Additionally, s/he will replace or work with other members of the team, as need be, on grants writing and set up, follow up of program indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the M&E Coordinator or the Program Manager.
Responsibilities and tasks
1. Program Management Support
― Support all M&E initiatives for assigned grant including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
2. System Development
― Assist M&E Coordinator in creating a framework and procedures for the monitoring and evaluation of project activities.
― Assist M&E Coordinator in defining and implementing the Performance Framework (PF) as well as monitoring them throughout the duration of the projects.
― Assist the M&E Coordinator in proposing strategies to increase data use and demand amongst Program staff.
― Assist Program staff and the M&E Coordinator in clarifying project information needs.
― Support program staff on ways to properly document, organize and capture program progress.
― Draft tools and their revisions as well as data collection procedures under the supervision of the M&E Coordinator (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
― Assist the M&E Coordinator in reviewing the performance of existing management information systems to help identify potential modifications or resources.
3. Data Management and Analysis
― Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
― Suggest ways to facilitate data collection and the flow of data within Program field teams.
― Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the M&E Coordinator.
― Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
― Analyze changes and patterns in PF indicator data and performance reports in order to support Program staff and/or the M&E Coordinator
― Assist the M&E Coordinator to ensure that Global Fund, partner, and PM/APR data queries are addressed in an accurate and timely manner.
― Support and participate in program and project evaluations
4. Communication and Reporting
― Assist M&E Coordinator and Project Manager in reviewing PUDR to ensure high quality reports are submitted on time for this grant/program.
― Assist Program Development/Grants Management in establishing log frames, M&E work plans, and targets during the drafting GF project proposals as well as throughout project implementation
― Review and analyze monthly reports with the M&E Coordinator to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
Qualifications and Experience
― Bachelor’s Degree in Administration, Information Management, Project Management, Public Health, Finance or other relevant academic background (essential), Master’s Degree (desirable).
― 1 to 3 years of Monitoring and Evaluation experience (essential)
― Capacity to produce high-quality briefs and reports in both English and Bahasa.
― Experienced as trainer

Skills
― Good level of proficiency in Windows Excel and quantitative analysis
― Ability to design M&E tools, surveys, surveillance systems, and evaluations
― Demonstrated ability to train and build capacity of others
― Strong interpersonal skills
― Capacity to work under pressure and with a high degree of independence
― Experience in a non-governmental organization at national or international level (desirable)
― Fluency in both written/spoken English and Bahasa
― Good communication skills, both oral and written
― Proven ability to persuade and influence others to follow operational procedures/practices.
― Strong interpersonal and communication skills (both written and oral) to interact effectively
with Partners and SR/SSR
Travel
― Willingness to undertake field visit (15% - 20% time in this job is spent on field travel)

― Good interpersonal skills - should be a self-starter, highly motivated and adaptable
― Ability to work in a team - able to work congenially and productively with others
― Demonstrated good judgmental, conceptual, analytical and problem solving skills and ability to handle sensitive issues
― Ability to understand the critical linkages and relationships between work program objectives and data processing
