COMPONENT ONE: REPORTING SPECIALIST

Background and Objective
Australia’s
Education Partnership with Indonesia (the Education Partnership, or EP)
is currently the largest intervention funded by the Australian
Government anywhere in the world. Through the Education Partnership
Australia supports the Indonesian Government’s long-term strategy to
strengthen and consolidate its national education system, with a
particular focus on the current Indonesian five-year plan (2010 – 2014)
and support for the initial stages of the subsequent five-year plan
(2015 – 2019). The Education Partnership builds on the successes of
previous Australian Government supports to the Indonesian education
sector by strengthening government systems. Under the Education
Partnership, there are three managing contractors and the largest,
School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ
covers three components, each relating to a different aspect of the
Education Partnership.
Each
of the SSQ-supported components is national in scope, supporting
existing government structures. Component 1 focuses on strengthening
systems for infrastructure development within the education sector —
specifically, supporting MoEC to assure construction quality of new
junior secondary schools.
To
emphasize the importance of the analysis and reporting of information
collected by Component 1 field monitors, SSQ intends to create an
Information Management and Reporting (IMR) Unit to perform the following
main functions:
• Information Storage, Management and Analysis,
• Internal and External regular and ad-hoc Reporting,
• Critical Issue and Fraud reporting, and
• Support to Complaint Handling system (CHS)
As part of the IMR Unit, we are looking for a qualified personnel for the Reporting Specialist position
who will be responsible for preparing and coordinating all SSQ external
reporting to AusAID, MoEC, and the other EP Components.
Key Duties and Responsibilities:
• Primary Duties. Responsible for:
1. Producing agreed-upon narrative reports (including
charts/tables/graphics/photos as needed) for MoEC, AusAID, POM, and SSQ,
including:
1. Weekly updates for AusAID
2. Case-by-case reports of issues requiring urgent attention
3. Quarterly reports summarizing progress and key challenges
4. Thematic reports (Lessons Learnes, Recommendations, etc…)
2. Refining narrative reporting formats based on feedback from MoEC, AusAID, and SSQ.
3. Providing significant substantive inputs for Component 1
reports to AusAID, including Mid-Year Progress Reviews and Annual
Reports

As needed, developing, reviewing and finalizing fraud indication
reports based on information provided by the Complaint Handling Support
Officer and other team members
5.
Acting as the focal point for coordination with the Education
Partnership Outreach Service (EPOS), including providing information
useful for success stories, case studies and EP website updates as
necessary
6.
Coordinate with EPOS and AusAID media teams and provide necessary
information about C1 program for use in official ceremonies of school
openings and media briefings.
• Support Functions (as needed):
1.
Supporting the IMR Manager in liasing with MoEC stakeholders, AusAID,
and POM related to informational needs and reporting systems
2.
Supporting the IMR Manager in developing standardized reporting
templates for the regular reporting of information related to all
aspects of school construction
3.
Translate or review translation of key messages/updates/emails/small
reports from Indonesian to English and vice-versa if needed
4. Edit/format C1 reports and power point presentations and insure compliance with EP branding guidelines
Key Selection Criteria
§ Min S1 from any discipline, as long as having;
§ At least 3 years experience in a similar role, including ideally for donor-funded development projects
§ Strong computer skills, especially related to:
o Microsoft Word, Microsoft Powerpoint, and Microsoft Excel
§ Fluent written and spoken English
§ Fluent written and spoken Bahasa Indonesia
§ Ability to work independently, efficiently, and in an organized manner;
§ Demonstrates attention to detail and accuracy,
§ Ability to accurately summarize and present information in both written and graphical form.
§ Works well within a team.
§ Displays maturity and good communication skills;
Duration of Contract:
The
Reporting Specialist will be contracted for an initial period of 12
months, with the possibility of extension based on performance and
ongoing need.
