Background

As part of BP (British Petroleum) commitment to improve health status of community in Kabupaten Teluk Bintuni, BP in partnership with Yayasan Sosial Agustinus (YSA) work together with Dinas Kesehatan Kabupaten Teluk Bintuni to deliver programs related to Malaria Control, MCH, Water Sanitation, TB and HIV. BP support through Public Environmental Health has been provided since 2004. These programs deliver to community with  respecting local values.

BP through YSA partnership is willing to initiate STBM Pilars to be applied in Teluk Bintuni surrounding. However water sanitation program has been facing geographical challenges to be improve, this creates minimum access for clean water for community. Clean water resources in villages remain limited to be accessed, particularly in north shore of Teluk Bintuni area. Eventually number of diarrhea cases or even mortality related to diarrhea sometimes difficult to manage particularly in dry season. To accelerate program result and impact, BP and YSA seeking a professional and qualified consultant of Water Sanitation program that expected to identify and provide strategic approaches and interventions for potential clean water resources in the area. The documentation and advices will be used to improve the program result. This will eventually reduce the number of illness and mortality caused by minimum access to clean water.

Consultancy Details

Independent consultant to assess and document and develop strong and strategic recommendation of water resources possible to suggest with considering characteristic of local nature and environment of north shore of Teluk Bintuni area. The consultant should be familiar with water sanitation issue, particularly development of water resources as typical estuaries area, rise and fall of tides, brackish and its challenges. He/she should also have experience of using various of method and tools to collect data and drawing a complete report and have a good understanding of local wisdom or social issues.

The research should focus on answering the following core questions :

1. What are the existing conditions of water resources in the area? What interventions have been applied to them? How are local government plans and programs regarding water resources in the area?
2. What models and designs of water resources suitable to be recommended to develop in typical estuary area? (considering; STBM principles, cost-effective, local resources, sustainability etc.)
3. What obstacles and barriers should be anticipated to develop proposed potential water resources? How can these be addressed?
4. What strategies should be prepared and planned to develop water resources? (considering; community and government contribution, STBM principles, natural and environment issues, sustainability issues etc.)

Requirements

Preferable consultant with educational background in Public Health, Environmental Health or Civil Engineering with more than 10 years working and professional experience in Water Sanitation program, particularly in water resources issues. Experience working with Kementrian or Dinas Pekerjaan Umum dan Perumahan Rakyat for clean water projects will be a benefit for the candidates. Excellent languages skill in English writing and communication are required for this consultancy. High computer skills in internet and document processing is a must for the candidate. The position will involve travel to Teluk Bintuni, Papua Barat.

Place of Work

Assessment in north shore villages of Teluk Bintuni, Kabupaten Teluk Bintuni, Papua Barat. Report can be completed at origin consultant place.

Reports to

The consultant will be managed by YSA, in close coordination and report to Program Manager TB, HIV and Water Sanitation YSA and Public and Environmental Health Advisor BP

Duration of Consultancy

This work comprises approximately 15-20 working days between July and August 2015 with included maximum 7 days of field assessment , and final report should be completed by 15 August 2015.
