Position Purpose
| ||||||
|
Reporting to the [Grants Manager], the Grants Assistant will be
responsible for assisting in the management of the solicitation of subgrants
and procurements; contributing to the coordination of the issuance,
modification, suspension and/or termination of the subgrants and contracts
issued; and assisting the Grants Manager with the closeout of subgrants under
his/her portfolios. In achieving the above mission, the Grants Assistant will
work closely with the Grants Manager and the program and finance staff to
ensure that the subgrants process is conducted in accordance with the donor
and with Pact policies and procedures. Tasks may include any part of the
grant and contracts lifecycle.

Key Responsibilities
| ||||||
|

Assist
with carrying out responsibilities for subgrant and procurement management in
accordance with Pact’s grant systems.
·
Responsible
for completeness of grant and procurement files.
·
Coordinate
with program units on subgrant and procurements issues.
·
Assist the
Grants and Contracts Manager with managing the solicitation and procurement
processes.
·
Assist with
the review of subgrant solicitations.
·
Draft
Negotiation Memos in collaboration with the Grants and Contracts Manager and
Program and Finance teams.
·
Assist
with training other staff on grants management and procurement processes.
·
Enter
applicable subgrantee data into Pact’s subaward database.
·
Monitor
subgrantee compliance with terms of agreement and workplan.
·
Responsible
for review of subgrantee advances and liquidation requests.
·
Other
projects and activities as assigned.

|
Basic Requirements
| ||||||
|
·
BA and at least 2-3 years of relevant
experience (or equivalent).
·
Knowledge of US regulations applicable to
grants and contracts administration.
·
Ability to exercise sound business judgment to
wisely prioritize and successfully perform multiple and complex tasks.
·
Proficiency in word processing spreadsheets
and database skills.
·
Ability to work quickly and accurately under
time pressure and tight deadlines.
·
Demonstrated ability in oral and written
English communications skills in order to effectively present detailed grants
& contracts information and respond to requirements in a professional
manner.
·
Experience supporting international
donor-funded programs, particularly USAID-funded contracts.
·
Strong skills in management and coordination
of multiple activities and teams. Able
to multi-task.
·
Excellent communication (written and verbal)
and cross cultural skills.
·
Highly motivated with strong attention to
detail.
·
Excellent oral and written communication
skills; fluency in Bahasa Indonesian and English.

Preferred
Qualifications
| ||||||
|
·
Experience in a similar role managing grants design and
administration and managing and overseeing distribution of grants and
contracts.
·
Proven capacity to design and deliver a range of training and
technical assistance programs to build full range of capacities for grant
management.
