UNDP Indonesia's mission is to be an
agent for change in the human and social development of Indonesia. We
aim to be a bridge between Indonesia and all donors as well as a trusted
partner to all stakeholders. We work in four key areas of development:
Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and
Recovery, and Environment Management, with the overarching aim of
reducing poverty in Indonesia. Besides the four priority areas, UNDP
Indonesia is also engaged in a variety of crosscutting initiatives
focused on HIV/AIDS, gender equality, and information and technology for
development.”
Indonesia signed the Climate Change Convention
(UNFCCC, United Nations Framework Convention on Climate Change) in Rio
in 1992, which was then ratified in 1994 through Law no. 6/1994. Under
this framework, Indonesia, which is a non-Annex 1 country, is committed
to fully implementing the convention. Under one of the requirements of
the convention, Indonesia has to report its activities aimed at
addressing the climate change to the UNFCCC through the National
Communication on Climate Change.
The National Communication
contains information on national circumstances, GHG inventory and
projection, mitigation action plan (including related cost, expected
funding and relevant policies), vulnerability and adaptation assessment
(including action plan for adaptation, related costs, expected funding
and relevant policies), institutional arrangement, and plan for
improvement of future national communication.
This Enabling
Activity project will assist Indonesia to prepare the 1st Biennial
Update Report (BUR) and Third National Communication (TNC) to the
UNFCCC. The objective is to cover the annual GHG Inventory for 2000-2012
for the BUR and 2000-2012 for the TNC, focusing on sectors/ gases that
have significant shares of greenhouse gas (GHG) emissions and/or present
a large degree of data uncertainty. The progress on the implementation
of national mitigation actions and their effect on emission reduction
will also be reported. Regional climate models and downscaled global
models will be developed to reduce the uncertainties in vulnerability
and adaptation assessments for different sectors. Indonesia’s
description of national circumstances will be updated as well. Finally,
the project will continue to build institutional capacity for
implementing the Convention and to undertake activities related to
climate change education and awareness.
The Project for
Preparation of TNC and other new information to the UNFCCC will be
prepared and implemented by Ministry of Environment and Forestry (MoEF).
MoEf will be responsible for the technical implementation of the
project as a whole and there are 4 (four) technical working groups
namely: 1. Working Group I – GHG Inventories, 2. Working Group II - Mitigation, 3. Working Group III – Adaptation 4. Working Group IV – Mobilization.
Under
the supervision of National Project Coordinator, Working Group
Coordinator (WGC) under the PMU will effectively engage with Technical
Working Groups. 1 WGC will support GHG Inventories and Adaptation
Working Group and the other WGC will support Mitigation and Mobilization
Working Group, in ensuring the sound and affective management and
budgeting of the TNC project. WGC will work directly with the MoEF,
staff and experts and ensure the implementation of the project
activities related to each working group.

Duties and Responsibilities
|
1. Support the project
team to ensure effective project planning, budgeting and implementation
focusing on achievement of the following results:
- Assists in the general coordination of activities related to the respective working group;
- Coordinate and provide supports related to the achievement of each respected working streams and
- Ensuring continued communications between the TNC project and sub-national counterparts.
2. Support to the effective reporting on progress of project implementation;
- Official documents: budget, agreements, regulations, concept notes, policy papers etc.; and
- Supporting material: presentations, white papers, briefings, key resources etc.
3. Provides administrative support to the Project Management Unit focusing on achievement of the following results;
- Ensures
full compliance with the corporate prevailing rules, regulations and
policies, implementation of corporate strategies, establishment of
targets and monitoring achievement of results;
- Successfully
manages the working group operational support by provision of advice on
strategies, policies and plans affecting project’s operations based on
efficient business principles;
- Under the guidance of the
National Project Coordinator (NPC), responsible for the working group
business processes in line with the Project Office prevailing Standard
Operating Procedures (SOPs) in Finance, Human Resources Management,
Procurement, Logistical and Results Management;
- Review project
component, develop project resource profiles and timeline. Assess
delivery issues and works with national counterparts to build common
understanding and coordination on project activities;
- Ensures
effective and accurate Financial Resources Management, strategic Human
Resources management, efficient Procurement and Logistical services
management focusing on achievement of the following results:
- Ensures proper allocation of resources as well as the day-to-day management based on identified priorities;
- Oversight
of working group related recruitment processes in accordance with the
prevailing rules and maintenance of the proper performance management
for project personnel and
- Effective coordination of M&E of the working group, results are reported and progress is made.
4.
Support strategic partnerships and support to the implementation of
resource mobilization focusing on the following results
- Design and install grant/LoA manual to comply with prevailing procedure and regulation;
- Monitor grant disbursement/settlement/reporting and ensure compliance to prevailing procedure and regulation;
- Working
closely with the PMU to develop work plan and grant/LoA strategy to
ensure the attainment of project target and indicator and
- Liaise with Government of Indonesia and other stakeholders.
5. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
- Knowledge
building and sharing with regards to management and operations in the
working group, organization of the working group staff trainings,
synthesis of lessons learnt/best practices, and sound contributions to
knowledge networks and communities of practice;
- Synthesis of lessons learned and best practices in project management support function and
- Contributions to knowledge networks and communities of practice.

Required Skills and Experience
|
Recruitment Qualifications Education:*
Bachelor/Diploma
degree in in Accounting, Finance, Business, Public Administration,
Economics, Political Sciences, Social Sciences, Engineering or other
relevant fields.
Experience:*
Minimum
5 years of professional experience, preferably in the field of
development, administration, finance and purchasing for candidates with
Bachelor Degree and 7 years for candidates with Diploma Degree
Language Requirements:
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements:
- Demonstrated
familiarity with UNDP development projects in Indonesia and an
understanding of Government and UN/UNDP procedures would be desirable;
- Solid
experience of monitoring and producing high quality reports as well as
an ability to produce graphic and statistical summaries;
- Strong
knowledge and experience in project management support and coordination
as well as a proven capacity to communicate well in spoken and written
Indonesian and English;
- Knowledge on various donors’ reporting requirements would be an advantage;
- Excellent analytical skills and advanced computer skills
- Good inter-personal and team building skills and
- Full time availability for project management support duties is essential.
