MSC Consultant - SUD III Program

Spice Up the Deal III (SUD III) is designed to consolidate the impacts of SUD Phases I and II by continuing to foster systemic changes to develop equitable nutmeg and clove markets in Indonesia’s Maluku Province. Building on previous phases, the program will continue to work with farmers, traders and other actors involved in the production, processing, marketing and export of nutmeg and clove on the Maluku islands. Program goal is to improve the ability of these spice value chains to benefit poor farmers and increase their income, by increasing the capacity of the Maluku Spice Council to be an effective business hub that advances the development of the spice market. The Spice Council will support increased production, improvements in quality, and fostering ‘win-win’ business relationships between farmer groups and buyers. In this third and final phase, the program will focus on supporting the Maluku Spice Council to fully take on leadership and management of market development efforts, thereby ensuring the continuation of activities and building long-term sustainability. Mercy Corps is seeking a consultant to perform an organizational assessment of the Maluku Spice Council, and to provide recommendations on organizational restructuring, strategy and a business plan for the Council.  
 
Consultant Objectives:
To carry out an assessment of the Maluku Spice Council and to provide recommendations on reorganization, strategy and business plan of the Council to allow it to be an effective business hub that advances the development of the spice market.
 
Consultant Activities:
The Consultant will do the following:
Ø  Site visits to Ambon, Maluku Province.
Ø  Design the evaluation methodology (framework, questionnaires, number of key informant interviews, focus group discussions) in consultation with Mercy Corps Indonesia
Ø  Meetings, interviews, and discussions with members and board of Maluku Spice Council.
Ø  Review organizational chart, standard operation procedures (SOP) and scope of work (SOW) of board and members of Maluku Spice Council.
Ø  Meetings, interview, and discussions with other relevant stakeholders (e.g. Farmer Groups, Big Traders, Exporters, KADIN, Indonesia Spice Council, Agriculture Department, Trade and Industry Department, University).
Ø  Workshop on assessment findings and recommendation with Mercy Corps Indonesia and the Maluku Spice Council.
Ø  Final Report (incorporating feedback from Mercy Corps Indonesia on draft report).
 
Consultant Deliverables:
The Consultant will:
Consultant Report including:
Ø  An inception plan with a detailed outline of the methodologies, actions, and timeline of the organizational assessment.
Ø  Present assessment findings and recommendations at a workshop with Mercy Corps Indonesia and Maluku Spice Council members.
Ø  Assessment report detailing of findings and providing clear and realistic recommendations on organizational restructuring, strategy and business plan of the Maluku Spice Council.

The requirements:
Ø  Experience with design, collection, and analysis using applied research methods on development organization.
Ø  Knowledge on capacity building of organization and evaluation methods and tools.
Ø  Familiarity with private sectors, government, farmers, and spice market context in Indonesia.
Ø  Excellent data collection and analytical skill.
Ø  Experience presentation the results.
Ø  Excellent report writing skills (Bahasa Indonesia and English).
