Consultancy Services – Monitoring, Evaluation and Learning (MEL) Consultant for SHERA/Indonesia

IIE requires the services of a local MEL consultant to provide general guidance and input related to USAID SHERA’s results framework, development and implementation of each CCRs’ MEL system, and analysis data to report on lessons learned; as well as support a current assessment of the research and management environment at each CCR and development of a program-wide Management Information System (MIS).
The MEL consultant will provide overall support and guidance to USAID SHERA in successfully collecting and analyzing program data to report on program learnings, achievements, and challenges as a part of sponsor deliverables and for outreach purposes.

Duration
Consultancy is expected to commence in mid-September 2017 and run through mid-September 2018, with a possible contract extension at that time. The consultant is expected to provide a maximum of 80 hours (approximately 10 days) of work per month. Maximum number of billable hours must not exceed 576 (approximately 72 days) over the initial contract period.
Job Requirements
  • Consult on data quality assurance related to the program’s MIS.
  • Provide technical guidance on collecting and reporting on learnings from CCR activities.
  • Guide the development of methodologies for collecting and analyzing program outcomes and possible impact.
  • Contribute to possible revisions to the program’s Performance Monitoring Plan (PMP) and, specifically, Performance Indicator Reference Sheets (PIRS), as they relate to USAID SHERA’s performance indicators that track achievements in meeting program objectives per USAID requirements.
  • Provide periodic analysis and input related to quarterly and annual deliverables to sponsor based on program findings.
  • Plan and disseminate direct capacity building and mentoring to CCR members virtually and in-person, as required.
  • Maintain communication with USAID SHERA Program Director and provide updates on a periodic basis
How to Apply
  • This TOR is issued as a public notice to ensure that all interested, qualified and eligible individuals legally residing in Indonesia have a fair opportunity to submit proposals.
  • The Offeror is requested to submit a proposal directly responsive to the terms, conditions and clauses of this TOR. The overall proposal shall consist of two (2) physically separated parts: Consultant Qualifications & Experience and Cost Proposal. Alternative proposals will not be considered. Proposals not conforming to this solicitation may be categorized as unacceptable and eliminated from further consideration.
  • Offerors can submit only one proposal. If an Offeror participates in more than one proposal, all proposals involving the Offeror will be rejected.
  • Proposals shall be written in English or the official language of the implementing country.
  • Proposals must remain valid for a minimum of 120 (one hundred twenty) days. The Offeror may submit its proposal by the following means:
  • Electronically – Internet email compatible with MS WORD, Excel and Adobe Acrobat in a MS Windows environment to: SHERA_recruitment@iie.org. The subject line of the email submission must reference the TOR number and title.
  • The Offeror should submit its best proposal initially as IIE intends to evaluate proposals and make an award without discussions. However, IIE reserves the right to conduct discussions should IIE deem it necessary.
  • Proposals must be clearly and concisely written and must describe and define the Offeror’s understanding and compliance with the requirements contained in the Statement of Work.
  • Consultant Qualifications and Experience
  • Consultants will be shortlisted based on experience, qualifications and handling similar assignments in the past. The following are the minimum qualifications and experience expected of the consultant:
  • A minimum of ten years of experience in the MEL field;
  • Experience working on USAID-funded projects, specifically related to the design of Performance Management Plans (PMP);
  • Extensive experience conducting baseline, midterm and final evaluations and facilitating the learning process from those studies;
  • Relevant training and/or facilitation experience, and ability to explain technical material to a general audience;
  • Working knowledge of developing an MIS;
  • Proficiency with various online data management platforms, such as Google Drive; and
  • Proficiency in Bahasa and English (writing and speaking).
  • The Consultant Qualifications and Experience part shall be limited to three (3) pages in total. Pages more than 3 pages will not be read or evaluated.
Detailed information should be presented only when required by specific TOR instructions. Items such as graphs, charts and tables may be used as appropriate but will be considered part of the page limitation. Resumes, bio-data sheets, references and dividers are not included in the page limitation. No material may be incorporated in the proposal by reference, attachment, appendix, etc. to circumvent the page limitation. The Consultant and Qualifications and Experience shall consist of:
Offeror Information:
o   Individual’s legal name;
o   Copy of national identification document; and
o   Individual’s E-mail address, physical address and telephone number.
Technical Approach: In a narrative – not to exceed one (1) page – the Offeror will demonstrate its understanding, ability and overall approach to performing the requirements described in the Statement of Work, Activities & Tasks and Deliverables.
Capability Statement: A narrative – not to exceed one (1) page – that explains the Offeror’s capability to perform the scope of work, activities & tasks and deliverables. The Offeror will demonstrate it has the capability and knowledge to successfully comply with the TOR requirements and accomplish the expected results. A description of relevant trainings and qualifications, including CV, where applicable. CV is not included in the page length limit.
Past Performance: Not to exceed two (2) pages, the Offeror will submit a list of current and past similar work and assignments completed in the past five years that were similar in size, scope and complexity – preferably in areas listed in the SOW.
References: References from a minimum of two (2) clients worked with in the past two years on activities like this scope of work. Include the contact information: company or organization, name, phone number and email.
