men and women, and their differing needs, are recognized and addressed by
duty bearers and humanitarian organizations, leading to greater gender
justice and respect for women's rights in crisis affected countries.
Vision for Indonesia
Oxfam Indonesia has the vision that people in Indonesia will live
equitably and free from injustice of poverty, enjoy their rights, and are
resilient in times of disasters. By 2020, 2.5 million women and men in
Indonesia are empowered to overcome poverty, vulnerability and inequality.
Background
The Power Up-Participation via Technology is a three year (2017-2019), $3
million project funded by Global Affairs Canada and will be implemented in
Nusa Tenggara Barat (NTB) province in Indonesia. Using innovative and
accessible technology it will empower women, men, boys, girls, and
marginalized groups to increase their engagement in democratic decision
making processes to exercise their rights’ improve their ability to access
and understand information, demand improved government accountability, and
access improved services.
The initiative will make extensive use of technology platforms based on
mobile communication and websites to strengthen active citizen
involvement, with special focus on women and especially marginalized
women. The initiative responds to the Government of Indonesia’s commitment
to the decentralization of decision-making in budgeting and planning to
district and village levels, including but not limited to the 2014 Law on
Village Development (law 6), which obliges village level government to
facilitate effective participation of citizens in budgeting and planning
especially for health needs of women.
The project will also work closely with the district and sub-district
health offices under the Ministry to Health for better transparency and
accountability is ensured at the village level to address the maternal
health needs of the women using technology. Oxfam’s partner in developing
the project’s innovative technology applications and platforms will be
VOTO Mobile. VOTO Mobile is a Canadian technology company with years of
experience in developing applications to increase public participation in
democratic processes in collaboration with local Indonesian mobile network
operators (MNOs).
The Right in Crisis team’s purpose is to manage the implementation of
Oxfam’s strategy in promoting and implementation the project of Power Up:
women shaping their future with technology, including partnership and
grant management. Furthermore we will play the role as convenor,
facilitator, capacity builder and catalyst of change in the sector and
issues we focus on.

under Power Up project, Right in Crisis Programme with a real commitment
to gender equality and International aid and development background.
These post will be have fixed term contract for 12 months with possible
extension.
1. Gender Officer - Power Up project (code: GO Power Up), based in Lombok
JOB PURPOSE:
Gender Officer will provide technical advice to ensure empowerment of
women and women’s group in West Nusa Tenggara province of Indonesia to
actively participate in local democratic decision making processes at the
village-level using technology to exercise their rights to transparent and
equitable development processes that reflect their needs especially their
health needs. This position will be responsible, in close collaboration
with Partnership Manager and Project Coordinator to build capacity of
partners and Oxfam staffs in implementing a project on ‘’Women Shaping
Their Future via ICT’’, in Lombok Nusa Tenggara Barat. He/she will have a
direct report to Partnership Manager.
KEY RESPONSIBILITIES:
1. Provide technical input and strategic guidance over gender components
and activities of the project objectives:
Empowering women and women’s groups to participate in village
development and budget processes via technology
Enabling women and marginalized groups to hold their governments
accountable using technology
Supporting public institutions to better respond to the diverse
needs to women and marginalized groups using technology
2. Produce, assimilate, analyze and use programme information from varied
and diverse sources to provide in-depth gendered analysis
3. Ensures that Oxfam project implementation is aligned with the
organizational commitments at the country, regional and global levels
4. Possible management of small funds at the project level with strategy
and activities for the key area target groups: influencer, women, men and
marginalized groups with the desired outcome of enhanced equitable and
inclusive participation in village-based decision making processes,
through the use of technology.
5. Provide strategy development to empower women and women's group to
participate in democratic decision making process using technology
6. Responsible for program design, implementation and monitoring -
contribute to and/or lead the development MEAL plan for gender component
of the project
7. Lead the gender analysis of the project and advocacy related needs
8. Lead on gender specific assessments together with MEAL and serve as the
gender specialist in programme assessments
9. Lead the induction and capacity building (training, mentoring etc) of
Oxfam staff and partner organizations on gender standards and policy.
10 Work with others to develop policy positions pertaining to gender in
the context of the Power Up project.
11. Provide information and liaise with gender focal points in other
agencies and organizations (including women’s groups, local NGOs, INGOs,
UNW, governments etc) to amplify the voices of women & girls in the
context of Power up Project
12. Provide information to relevant actors (including donors) for national
and international awareness-raising on gender equality
13. Advocate for adequate allocation of human and financial resources for
effective gender mainstreaming within our programmes
14. Report regularly, verbally and in writing to the Programme Manager and
to represent Oxfam to other NGO’s, agencies and Government authorities
where requested
15. Learn and share good practices on gender mainstreaming in all level
stakeholders
SKILLS AND COMPETENCIES:
A Bachelor’s degree in the social sciences, international development or
related discipline. Exceptional relevant practical experience may be seen
as a substitute
A minimum of 4 years experience working with an INGO with similar context.
Willingness and experience in working in insecure environments and a high
level of adaptability and initiative
Experience providing technical advice on gender mainstreaming and/or
women’s rights programming
Proven analytical and strategy development skills with high commitment to
a rights-based approach and gender equality
Proven experience of successful capacity-building with ability to work in
multi-cultural team
Demonstrated ability to manage workflows and balance competing priorities
Good communication and influencing skills, with proven ability to build
relationships with a diverse range of local stakeholders
Computer literacy particularly MS Office and e-mail usage
Ability to manage multiple priorities and work under pressure and to
deadlines.
Commitment to Oxfam’s overall aims including women’s rights and gender
equality
Excellent level of spoken and written English (including narrative
reporting)

This post will be responsible to cover Jakarta and Lombok area with
regular visits to the field and meeting with partners, authorities and
other related bodies
