carried out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and enterprise & economic development.
CARE
International Indonesia in Kupang, Nusa Tenggara Timur (NTT) is
currently recruiting the following position for its project:
JOB TITLE
DEPARTMENT/PROJECT : PROGRAM/PfR-SP
REPORTS TO : FIELD COORDINATOR
BACKGROUND
The PfR-SP program implemented by CII and partner CIS Timor has one focus on the issue of urban development integrated IRM and Kota Kupang is urban city which one of PfR-SP Program intervention areas.
Currently Kupang City Local Government has scheduled the preparation of two compulsory development documents namely RPJMD period 2017 - 2022 and The Strategic Environmental Studies (Kajian Lingkungan Hidup Strategis/KLHS). According to the result of the meeting held by Kupang City Government with CII through PfR-SP program on 6 February 2017, identified that Kupang City Government has no experience and expertise in developing KLHS document and requested full support from CII and partners to assist them in developing process of KLHS document by appreciating the experience CII and partners who have assisted Kabupaten Kupang and Timor Tengah Selatan for developing KLHS documents through previous PfR programs.
This opportunity opens/provides good chance for CII and partners in the PfR-SP program to advocate on IRM and other program issues.
CII and partners will respond positively and committed to supporting local government of Kota Kupang to developing of those two important documents. One of CII support that CII will be provided an experts who have experience working with CII in developing KLHS documents on previous PfR programs in Kabupaten Kupang & TTS.
SCOPE OF WORK
The objectives to be achieved from Consultant are :
1. To Assist the team to develop KLHS Document of Kupang City;
2. To Integrate IRM approach and gender issues into KLHS & RPJMD Kupang city documents;
3. The consultant will communicate, consolidate and report to Field Coordinator PfR-SP in Kupang.
EXPECTED DELIVERABLES
1. KLHS and RPJMD 2017 - 2022 Kupang City document are integrated with IRM approach and Gender issue;
2. KLHS & RPJMD 2017 - 2022 Kupang City document accommodated with some issue of PfR-SP program;
3. CII & CIS Timor became part of the team who develop KLHS document and Officially documented in Kupang City Government legal document and cooperation report.

QUALIFICATIONS
Consultant which have following criteria :
Education:
- Bachelor degree in Environmental, Economics, Public Administration or any development related field.
Experience:
- Minimum of 3 years professional experiences in Environmental project, which includes at least 2 year experiences in on developing The Strategic Environmental Studies Document;
- Solid knowledge and experiences in Participatory Method;
- Experiences working with Government in NTT Province especially Kota Kupang;
- English language fluency and strong writing skills are highly desirable.
TERMS OF OFFER
