HIVOS EOI - Consultant for Monitoring & Evaluation for Sumba Iconic Island Programme

1.     Background

Sumba Island has been chosen as the Iconic Island of 100% Renewable Energy based on a study conducted by Hivos together with Winrock (in 2010) with the consideration of the island’s low access to energy where electrification ratio on Sumba Island was only 24,55%, while the island is rich in renewable energy potential (water, bioenergy, wind and solar). In November 2012, the Asian Development Bank (ADB) and the Norwegian Embassy in 2013 have also assumed a role in supporting the implementation of Sumba Iconic Island program. In 2015, the program also gained support from the Millennium Challenge Account – Indonesia (MCA-I) through the Green Prosperity program.

Sumba Iconic Island (SII) program had achieved an important milestone by the endorsement of the Ministerial Decree No. 3051 K/30/MEM/2015 on June 1st 2015. The Decree holds a significant role of the program as the legal basis as well as acknowledgement of SII as a Ministry-led national program, as well as strengthening the existence of SII program; yet on the other side, it creates another challenge for all related stakeholders of the program as it sets a new ambitious goal that is to provide electrification access on Sumba Island based on 95% renewable energy sources to be delivered by 2020: “define Sumba Island in the Province of East Nusa Tenggara as the Iconic Island of Renewable Energy referred as Sumba Iconic Island. The Iconic Island of Renewable Energy is an island in which majority of its energy needs may be fulfilled through the utilization of renewable energy, in which the target fulfillment of 95% (ninety five percent) of energy supply availability provided through renewable energy resources to be achieved by 2020.”

The implementation of SII program has a multi-actor approach, which encourages stakeholders in the renewable energy sector contribute to the development of renewable energy on Sumba Island. To support this program, various activities have been implemented, including the development of official documents of SII program-Blueprint, Roadmap, and RUPES (General Plan of Sumba Island Energy Supply)-the establishment of a task force at national and regional level, regular stakeholders meetings, i.e.: Coordination Meeting and National Plenary Meeting conducted two (2) times in each fiscal year, and Steering Committee Meeting for at least once every fiscal year.

In order to accelerate the implementation of Sumba Iconic Island program as stated in the Minister EMR Decree, the program’s Steering Committee Meeting on 4th November 2015 had decided the acceleration target through the Revised Roadmap of Sumba Iconic Island program to 2020, without diminishing the continuation of the target through 2025. The acceleration scenario stated an electrification ratio of 95% with 65% share of renewable energy by 2020, of which requires funding of USD 428.4 million.


2.  Objective

Objective of this assignment is to conduct the monitoring and evaluation (M&E) activity for Sumba Iconic Island (SII) program that covers data gathering/collection, conducting analysis based on data collected and documenting analysis and data into a final M&E report.

The target  of the M&E activity is to monitor the progress of SII program activity(ies) and to evaluate against the target and plan based on the Sumba Iconic Island Roadmap and RUPES (Rencana Umum Penyediaan Energi Sumba: General Plan of Sumba Energy Supply)..
