 TASS is a responsive, demand driven technical assistance facility funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT), represented in Indonesia by the Australian Embassy in Jakarta. The TASS is expected to run from 16 January 2017 to 15 January 2020.
Assistance provided through TASS focuses on supporting Government of Indonesia efforts to address two key constraints in the education sector: the poor quality of teaching and learning in classrooms and schools, and persistent disparities (regional, socio-economic, gender, disability) that impact on student learning outcomes. The TASS will contribute to meeting Government of Indonesia’s needs through:
·        The provision of rapid analyses designed to contribute to policy and/or practice improvement.
·        Assisting the Government of Indonesia (GoI) in areas where short-term TA support is needed to complement and strengthen GoI capacity.
·        Supporting the piloting of activities to test new strategies to improve the quality of teaching


TASS will work with the two ministries responsible for education, the Ministry of Education and Culture (MoEC) and Ministry of Religious Affairs (MoRA), as well as the National Development Planning Ministry (Bappenas). It is anticipated that TASS will support up to 36 activities, an average of 12 in each year of the program. TA that DFAT will finance for GoI will be provided in response to GoI’s expressed need.TASS will also support DFAT in the coordination, delivery and oversight of its Education Sector Investment Program (ESIP). This support may take the form of contracting individual TA to provide technical and/or strategic advice to DFAT; the organization and management of seminars, workshops and conferences; and delivery of learning and knowledge events.. 

The Education Specialist will support TASS to deliver rapid analyses, technical assistance, capacity building and piloting activities in areas of high priority identified by the Government of Indonesia (GoI): the Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), and the Ministry of National Development Planning (Bappenas). The Education Specialist will perform two key functions for TASS. The first is as advisory support to the TASS team on overall program strategy, provision of technical advice on activity development and implementation, and in technical review of TASS products and outputs. The second function is in delivery of short term technical tasks, where a request for technical assistance from the GoI sits within the Specialist’s area of expertise.

The Education Specialist is expected to bring and maintain excellent understanding of Indonesian education sector policy and practice across the portfolios of all three GoI related ministries; as well as solid networks within and outside of government.

The Education Specialist will be tasked as required for up to 120 days over 22 months to perform the following duties:
  • Provide technical leadership to the TASS team on overall program strategy and work planning, as well as in relation to the design, implementation and review of individual activities.
  • Lead the development of tools that support the team to operationalize the program strategy.
  • Provide technical advice on the design and implementation of activities to ensure they are technically sound, feasible, reflect current and emerging knowledge in education, and are responsive to current policy, political and institutional contexts in counterpart ministries.
  • Ensure program strategy and individual activity design responds to DFAT and GoI priorities and strategies, and reflects current and emerging approaches to responsive and adaptive programming.
  • Support the technical review of products/outputs and advice delivered by other short-term technical advisors to ensure they are technically sound and that advice provided to GoI is technically robust and defensible, and politically feasible.
  • Build productive relationships with senior counterparts to support identification of priorities and understanding of current and emerging issues.
  • Work collaboratively with the program’s M&E Specialists to contribute to program monitoring and evaluation, for example, through review and input into activity theories of change, and participation in annual reviews, mid-term and end of program evaluations, and activity level after-action reviews.
  • Where requested, conduct rapid analyses and provide technical advice and/or capacity building in implementing TASS activities.
  • Support coordination between TASS and other education initiatives, both those financed by the Australian Department of Foreign Affairs and Trade (DFAT) i.e. INOVASI, KOMPAK and DFAT’s trust fund with the World Bank, as well as by other development partners.
  • Other duties as may be reasonably required in line with the incumbent’s skills and experience.
The Education Specialist should have the following qualifications, experience, skills and knowledge:
  • 15 or more years’ professional experience or equivalent combination of education and experience.
  • Strong academic background and or internationally recognised professional status in the field.
  • Demonstrated professional history in policy and strategy development and/or review and evaluation for a range of clients in high and lower-middle income countries.
  • Excellent understanding of Indonesian education sector policy and practice across the portfolios of all three GoI related ministries.
  • Outstanding ability to conceptualise, design and implement major projects and to produce major/complex reports or studies.
  • Excellent communication, problem solving and inter-personal skills and ability to form productive relationships with senior government stakeholders.
  • Excellent writing skills in English. Competence in Bahasa Indonesia would be highly desirable.
  • Extensive experience in a donor environment. In particular, knowledge of the Australian Government’s aid program in Indonesia would be an advantage.
This position has been determined as a level D4 in accordance with DFAT’s Adviser Remuneration Framework..
