CWS Indonesia is an international relief,
development, and refugee assistance agency that has been operating in Indonesia
for many years under an agreement with the Ministry of Social Affairs. CWS
Indonesia is the field office of CWS, Inc., headquartered in New York. CWS
assists the most vulnerable, regardless of their religion, race, ethnicity, or
gender.
CWS has been implementing Timor
Zero Hunger (TØH) Project in West Timor. TØH Project is designed to reduce food
insecurity and improve the nutritional status of the community. The project
uses multi-sectoral approach to address the causes of malnutrition in the
communities in Timor Tengah Selatan (TTS) District by improving the
availability and consumption of nutritious food through integrated program
interventions in agriculture, health, water and sanitation, for especially
children under 5 years old, pregnant women, and lactating mothers.
Throughout its process the (TØH) Project has expanded to more areas in
TTS. The project started with targeting 3 villages in January 2015. In February
2017, the project expanded the target to 2 more villages. Then, in July 2017 another village, Op, was
included in the project. Finally, in January 2018, 2 villages were included in
the project’s target.
After three years of implementing the project in 3 villages, and as the
project expands to 5 more villages, there are the needs to evaluate the project
that has been implemented through an endline survey, and to capture the initial
situation of the new target villages through a baseline survey.

The endline survey will be done to assess the project progress against
the set indicators, to reflect on CWS service approach in implementing the
project, and what impact has the project made in the three target villages. The
survey shall measure the project’s effectiveness, efficiency, relevancy,
impact, and sustainability to later on propose a strategic recommendation that will be useful for exit strategy possibility and perhaps
an extension of timeframe of the project. The final evaluation result will be
utilized for various purposes of CWS Indonesia in terms of finding
dissemination and advocacy purposes.
Objectives of the Endline Survey
The general objective of the endline survey is to measure changes by
assessing the project progress against the set outcome indicators over the life
of TØHproject that impacted by project implementation. Also to identify
constraints, gaps and lesson learned..
Specific Objectives:
- To measure to what extent the TØH has contributed to reduce the food insecurity and improve the nutritional status of the community in the Timor Tengah Selatan district in Nusa Tenggara Timur province.
- To measure TØH’s degree of implementation, effectiveness, efficiency and quality delivered on outputs and outcomes, against what was originally foreseen in the project document, M&E frameworks, etc.
- To identify and document substantive lessons learnt and good practices on the thematic areas as defined in outputs and other crosscutting issues such as gender, child protection, disability inclusion and sustainability.Baseline Survey of TØH Project in5 VillagesThe baseline survey will be done to assess the initial knowledge, attitude, practice, and other information (data of demography, agriculture, animal husbandry, health, water, and sanitation) of the communities in the five villages to provide recommendation on the most appropriate strategiesObjective of the Baseline Survey:The general objective of the baseline survey is to provide a comprehensive picture of the project areas by looking at their institutions and communities in terms of their knowledge, attitudes and practices (KAP) and other information in increasing food security and improving nutritional status in their communities that will be used as the foundation to develop the intervention strategies, thus at the end permitting to effectively measure the project impact over the course of the project lifespan.Specific Objectives:
- To obtain information on determinant factors related to nutritional and health status of under-five children, such as diseases, social-economic (agricultural and animal husbandry), personal hygiene and sanitation (water).
- To obtain information about knowledge, attitude and practice of mothers of food and nutrition, feeding practices, child care, sanitation, health and relevant factors
- To identify the association between nutritional status of under-five children and related factors.
- To obtain information on cadres’ knowledge and skills on maternal and child health and nutrition care.
