BACKGROUND
The Johns Hopkins Center for Communication Programs (Johns Hopkins CCP) manages the Bill & Melinda Gates Foundation “Reinvigorating Family Planning in Indonesia” funded project.  It is designed to contribute to the Government of Indonesia’s family planning goal to increase the nations’ modern Contraceptive Prevalence Rate (mCPR) by overcoming identified barriers and creating a consumer-driven environment where every woman can choose and access the right method given her life stage.  
PURPOSE OF THE RFP
Johns Hopkins CCP launched the beta version of a youth website in April 2018 called dokter gen z at www.doktergenz.hipwee.com ... In order to promote this website to reach as much unmarried young people aged 15–19 years old, Johns Hopkins CCP is looking for conducting a digital campaign by looking for services from the following vendor(s):
-        Creative consultant
-        Graphic designer
-        Production house to produce 5 ad video series
-        Content marketing vendors
The main objectives for all services are:
1.     To introduce dokter gen z as trusted platform for adolescent reproductive health
2.     To increase traffic to dokter gen z platform
The specific objectives for each services are:
Ø  Creative consultant:   To guide the whole strategy in promoting the content such as developing branding, developing concept for ads series, and developing ads for print and digital.
Ø  Graphic designer:    To visualise the concept for print and digital ads and to develop branding identity for the campaign
Ø  Production house:   To produce ad video series according to strategy and key message developed by creative consultant
Ø  Content marketing vendors:   To disseminate the promotional content in digital media
SUBMISSION REQUIREMENTS
Please submit to Johns Hopkins CCP the following:
1.     Strategy and Choice of Methodology:  Detailing offeror’s capability to perform the Scope of Work

2.     Specification: Include specification containing your proposed item that meet the minimum requirement or equivalent

3.     Cost Proposal: Quotes should accommodate the cost of the stated item(s), product guarantee, after sales service of the products, etc. Please indicate “n/a” for the products that you are not providing guarantee or after sales service for

All proposals submitted in response to this solicitation must conform to the minimum requirements and specifications outlined within this document.
Offerors may submit an integrated proposal to perform all four tasks or choose only one of the tasks but offerors’ quotes must be fixed as of the above mentioned deadline (FridayJune 8, 2018) and remain valid through August 31, 2018.
Johns Hopkins CCP may award a contract agreement to more than one offeror/vendor for specific part of the activities in the RFP based on the capability and experience; reference checks; and overall price for the planned qualitative study.
This blanket contract agreement will be valid through December 31, 2018 and allows Johns Hopkins CCP to solicit winning vendors’ services without further competition; procurement will be issued through simple fixed-price purchase orders and payment will be based on submission and acceptance of deliverables.
Please note that in issuing this RFP, Johns Hopkins CCP is not acting as an agent on behalf of Bill & Melinda Gates Foundation or any other U.S. Federal Government Agency. No other contracting organization will be a party to any contract resulting from this RFP.
Johns Hopkins reserves the right to cancel, delay, amend, and/or re-issue any part of this Request for Proposals (RFP) at any time without prior notice.  This RFP does not commit Johns Hopkins CCP to accept any proposals submitted nor shall Johns Hopkins CCP be responsible for any costs incurred in the preparation of responses to this RFP.  Johns Hopkins CCP reserves the right to reject any or all proposals, to accept or reject any or all items in the proposals, and/or to award a contract in whole or in part of the RFP specifications and requirements herein as is deemed to be in the best interest of Johns Hopkins CCP.
NOTE: 
1.     Johns Hopkins CCP will not compensate agencies for preparation of responses to this RFP
2.     Issuing this RFP is not a guarantee that Johns Hopkins CCP will award a blanket service agreement
3.     Johns Hopkins CCP reserves the right to issue a blanket service agreement based on the initial evaluation of offers without discussion
4.     Johns Hopkins CCP may request from short-listed offerors a second or third round of either oral presentations or written responses to a more specific and detailed scope of work that is based on a general scope of work in the original RFP.
5.     Johns Hopkins CCP has the right to rescind an RFP, or rescind an award prior to the signing of a blanket contract agreement due to any unforeseen changes in the direction of JHU's client (the funder), be it funding or programmatic.
6.     Johns Hopkins CCP reserves the right to cancel actions before an award where anomalies in the RFP process may raise doubts as to the transparency and validity of the RFP process.  
 Please do not include examples of your work although you may include a website(s) for us to review that reflects your work. If Johns Hopkins CCP requires additional reports, examples, or materials we will request those materials during the review process. The agencies may be asked to present to the review team at which time they may show their portfolio.
PROPOSAL REVIEW AND EVALUATION
It is anticipated that responses will be evaluated and a final decision for the award of a contract shall be made within thirty (30) business days after the final date for the submission of proposal(s) which is, August 1, 2018.
A panel of evaluators to review and evaluate each proposal received will utilize the following criterion:

According to the review criteria stated, price will be a factor in determining the winning quote. However, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
RFP RESPONSE INFORMATION 
Responses to this RFP should be submitted by email to Procurement at procurement@jhuccp.or.id by FridayJune 8, 2018, 17:00 (Jakarta time). Proposals received after this date and time shall not be accepted and shall be considered non-responsive. JHU will acknowledge receipt of proposals by return email.
Acknowledgement of receipt of this RFP and questions or requests for clarification need to be submitted in writing to the same email address (procurement@jhuccp.or.idby Wednesday – May 30, 2018, 17:00 (Jakarta time).  Inquiries and answers to inquiries will be shared with all offerors. No telephone inquires will be answered.
Any documents which are not transmittable via e-mail should be faxed to the attention of Procurement at (021) 2986 8875.  This must be received by the time and date stated immediately above.
LATE SUBMISSIONS, MODIFICATIONS, AND WITHDRAWALS OF PROPOSALS
At the discretion of Johns Hopkins CCP, any proposal received at the office designated in the solicitation after the exact date and time specified for receipt may not be considered unless it is received before award is made and it was determined by Johns Hopkins CCP that the late receipt was due solely to mishandling by Johns Hopkins CCP after receipt at its offices.
Proposals may be withdrawn by written notice via email received at any time before award. Proposals may be withdrawn in person by an Offeror or his authorized representative, if the representative’s identity is made known and the representative signs a receipt for the proposal before award.
FALSE STATEMENTS IN OFFER
Offerors must provide full, accurate and complete information as required by this solicitation and its attachments.
AWARD AND NOTIFICATION OF PROPOSALS
Prior to the expiration period of proposal validity, Johns Hopkins CCP will notify the successful offeror who submitted the highest scoring proposal in writing by registered letter, email, or facsimile and invite it to negotiate the subcontract.
