The Southeast Asia Hub is located in Jakarta, Indonesia, with offices in the Philippines, and Timor-Leste. Hivos Southeast Asia Hub currently works with approximately 69 partners, under two clusters, OPEN and GREEN, and is active in networking, lobbying and exchanging knowledge and expertise. Title                        :  Consultant for Communication OPEN Contracting

Report to             :  Project Manager OPEN Contracting  

1.     Background

Hivos and ARTICLE 19^[1] have launched the Open Up Public Contracting program, to support CSOs, journalists, entrepreneurs, start-ups and other frontline organisations in the selected focus countries, including Indonesia, to develop the capacities they need to engage in the open contracting agenda and to translate contracting data and documents into actionable information for evidence-based advocacy with governments. Related to that, Hivos is also managing SPEAK (Strengthening Public Services through Empowerment of Women-led Advocacy and Social Audit Networks) project, which is also under the Open Contracting framework.

Open Contracting - SPEAK program objectives are:

1. Governments increase transparency of their public spending and procurement processes;
2. Non-state actors participate and engage citizens in the planning, procurement, and monitoring of public contracting; and

3.       Accountability mechanisms are created to receive and act upon citizen feedback. Capacity development, lobby and advocacy are the backbone of the program, so that communication plays an important role to achieve the theory of change that has developed.

Recalling the importance of public outreach, Hivos Southeast Asia is currently seeking a Communication Consultant to support the Open Contracting - SPEAK program.

2.     Scope of Work

The Communication Consultant is expected to deliver the following:

-                To develop a strategic communication plan, in consultation with Hivos and partners, to support overall outreach activities of the Open Contracting - SPEAK program

-                To develop Brand Guideline Manual in view of the European Union’s standard procedure including the provision of branding templates (i.e. brochures, banners, etc);

-                To design a communication implementation guideline for Hivos’ partners on Open Contracting-SPEAK Program to ensure the strategic communications plan (including its activities e.g. conferences, media engagement, events) above is well activated;

-                To develop communication evaluation plan for each specific program activities, incorporated in the strategic communication plan;

-                To convey the communication plan to partners in the communication workshop.

3.     Deliverables

-                Strategic communication plan for Open Contracting and SPEAK;

-                Brand Guideline Manual for Open Contracting and SPEAK including templates for brochure, banner, etc ;

-                Communication implementation guideline for Open Contracting and SPEAK ;

-                Communication evaluation plan.

4.     Timeline

The consultancy work should be completed in 20 working days, and there will be 1 day workshop to disseminate strategic communication plan to Hivos Open Contracting’s partner.

5.     Knowledge, experiences and competencies

We are seeking an Indonesian person with the following qualities:

-          Minimum 5 years working experience in the field of Communication in the context of lobby and advocacy;

-          Having an experience to work with different types of stakeholders, from local to national level;

-          Able to develop and implement communication strategy in the context of lobby and advocacy;

-          Willing to travel to project sites when required.

-          The communication consultant will report to Program Manager of Open Contracting..
