Position Summary
Health Policy Plus (HP+) is a five-year project funded by the U.S. Agency for International Development (USAID) and implemented by a consortium of partners, led by Palladium. The project’s HIV activities are supported by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). Globally, HP+ works to strengthen and advance health policy to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems in the areas of family planning and reproductive health, HIV, and maternal health.

In Indonesia, HP+ works to generate evidence for policymakers and development partners and build capacity of the Government of Indonesia to sustainably finance and equitably provide healthcare services. The Government of Indonesia is committed to the achievement of universal coverage of its national health insurance, Jaminan Kesehatan Nasional (JKN), and policy makers must align its programs with JKN funding to reduce duplication, improve efficiency, and ensure sustainability and quality of essential health services, notably maternal and neonatal health (MNH) and HIV. With JKN in implementation for close to 5 years with continually increasing costs, there is growing interest in strategically purchasing services and products though the scheme. With a vibrant private health sector, public-private partnership is progressively being seen as a way to ensure high quality, affordable products are procured, and services are provided through the private sector. To enable evidence-based decision making, policy makers and key stakeholders require data; while the institutions exist with a mandate to generate and analyze data, these institutions lack the full capacity to draw out the health, financial, and policy insights from it.

To this end, HP+ Indonesia is pursuing the following objectives:
·         Build the Government of Indonesia’s capacity to analyze data and contribute evidence for improved policy and programming
·         Support government in sustainable financing of essential health services
·         Establish partnerships with private sector for health

The Program Manager will support the HP+ Country Director and Private Sector Component Lead in smooth and efficient implementation of country program. Specifically, the Program Manager will support the overall management of the country program with the Country Director, as well as to provide strategic support to the Health Financing and Private Sector portfolio of activities. S/he will actively engage in the activity implementation, working closely with government counterparts and other key stakeholders.

Key Responsibilities
  • Supports Country Director in meeting project reporting requirements, including gathering necessary inputs from Technical Advisors and other staff.
  • With guidance from Country Director and/or Technical Advisors, execute project activities, such as working with the government counterparts to build their capacity, collecting and analyzing data, and drafting products such as PowerPoint presentations, policy briefs, and technical reports.
  • Coordinate meetings and workshops related to the health financing and private sector activities, including producing necessary activity budget, securing venue, preparing letter of invitation, and other needs as required.
  • Supports Country Director and/or Technical Advisors in hiring vendors and consultants, as requested.
  • Communicate on a day-to-day basis with hired vendors and consultants, provide appropriate guidance to the assignment, and review deliverables, with input from Country Director and/or Technical Advisors
  • Report daily progress on activities to Country Director and/or Technical Advisors; liaise with DC-based Component Leads as appropriate
  • Attends meetings as HP+ representative, as required

Skills required
  • Demonstrated experience managing projects or programs
  • Demonstrated problem solving, analytic, financial and evaluative skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Effective written and oral communication skills.
  • Ability to work with numerous stakeholders with varying priorities and work styles, while achieving the overall project goals.
  • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
  • Proficient in the use of desktop software, esp. Microsoft Office.
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.

Qualifications
  • A Master’s Degree in Health Economics, Public Health, Business Administration or other related disciplines
  • 5+ years of experience in public health program management, health governance, health economics, health financing, policy formulation, donor transition and sustainability, or other fields related to international health programs
  • Sound understanding of the Indonesian health systems context and the JKN scheme, including benefits packages, provider payment mechanisms, service delivery, human resources for health, and health financing issues
  • Strong network within Indonesia’s health sector and a good understanding of the key players and stakeholders
  • Experience working on USAID-funded projects
  • Fluent written and spoken English
·         Strong program management skills; Strong interpersonal, writing, presentation, and organizational skills are required
·         Ability to be based in Jakarta, Indonesia.
