RTI Vacancy - KSI Finance Manager

The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the Department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.

Now entering its second phase (2017-2022), the team will consolidate, mobilise and expand these assets to produce, communicate and utilise quality data and knowledge across Indonesia's policy cycle at both national and subnational levels.  It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs.
RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced candidates to fill the position of  FINANCE MANAGER based in Jakarta.
Essential duties and responsibilities:
The Finance Manager will be mainly accountable for all operational aspects of the finance policies and compliance, under the direction of Operations Manager. The responsibilities are as follows but are not limited to:
  • Work with the Team Leader to ensure that financial reporting requirements under the contract with DFAT for program activities are met including ad hoc requests
  • Maintain and operate the financial management system on a day to day basis, ensure that data collection are correctly implemented on a timely basis
  • Manage and monitor budgeting for the all program, in consort closely with related program staff, to ensure the fund disbursement align with the organization’s work plan and forecast
  • Monitor the commitment tracker that include project’s hard and soft commitment and consolidate this info into the budget monitoring report on a regular basis
  • Provide monthly financial dashboard to be presented in monthly project coordination meeting 
  • Provide regular updates and analysis on monthly spends and variance to be presented in senior leadership team meetings
  • Develop and update regularly financial management system (such as related Program Operating Manuals/ POM) in close collaboration with the Team Leader and Operations Manager
  • Contribute to the preparation of all financial reports and related briefings as part of DFAT requirements such as Annual Work Plans and Progress Reports
  • Provide support to Program Leads and other Program staff (including subcontracted staff) in financial management (budgeting and forecasting) of program activities and reporting
  • Monitor and control project fund management in order to ensure project finance run with ‘Value for Money’ principle
  • Monitor and control program financial compliance and financial audit of all program expenditure including grant funds and maintaining all financial data and financial data collection systems
  • Provide wide procurement direction, guidance, and advice to ensure procurement processes are effective, efficient, and ethical and are in line with the current forecast and budget.
  • Provide final review of subcontract and grant budgets to ensure costs are within the current forecast and budget.
  • Assist with the monthly financial reporting to DFAT by working with the Project Coordinator and Financial Analyst to ensure that monthly expenditures are correct in the monthly invoice and financial report.

Requirements:
A minimum of Bachelor Degree with 12 years of experience or Master Degree with 9 years of experience, in which includes track record working with development programs (preferably with donor) managing its overall program finances.

Skills & Abilities:
  • A finance professional, with excellent financial management and analysis skills and experience that consist of designing and/or managing finance systems and standard reporting for significant donor initiatives
  • Excellent communication and inter-personal skills, ability to multitasking with minimum supervision and demonstrate self-initiative
  • Mastering the excel program and Quickbooks is a must
  • Work effectively with government and non-government stakeholders.
  • Advanced English speaking and writing skills
