1. Background
UN Women works for the
elimination of discrimination against women and girls; the empowerment of
women; and the achievement of equality between women and men as partners and
beneficiaries of development, human rights, humanitarian action and peace and
security. UN Women provides strong and
coherent leadership in support of Member States’ priorities and efforts,
building effective partnerships with civil society and other relevant actors.
Disasters affect women,
girls, men, boys, and people of diverse gender identities differently, and
prevailing gender inequalities render women and girls more vulnerable to the
impact of disasters. Among many detrimental impacts, women and girls experience
higher mortality, exclusion from humanitarian services and decision-making
processes, increased levels of gender-based violence, and loss of livelihoods.
At the same time, women and girls are not only victims of disasters, but also
active first responders and agents of change. In disaster preparedness,
response, and recovery, women’s leadership and capacity for catalyzing change
represents an untapped resource. When women are meaningfully engaged, and their
needs are directly addressed, humanitarian action is more efficient and
effective, the transition to recovery accelerated, and community-wide
resilience is enhanced. UN Women works to promote gender equality and women’s
empowerment in humanitarian efforts worldwide through four mutually reinforcing
areas of action: coordination and leadership, capacity development,
evidence-based response, and targeted programming.
Indonesia has recently
experienced a magnitude 6.9 earthquake in Lombok on 5 August 2018, and a
magnitude 7.4 earthquake followed by a tsunami in Central Sulawesi on 28
September 2018. In Central Sulawesi, 2,010 people are known to have died, with
10,700 seriously injured, and damage to infrastructure and basic services
sustained. Preliminary rapid gender analyses[1]
indicate that women are experiencing increases in unpaid care work,
disproportionate losses of income, risks of GBV, and increased difficulties in
accessing humanitarian information and services. To support UN Women Indonesia’s response to these
events, the Country Office is thus seeking a consultant to support humanitarian
coordination, advocacy, communications, and programme development.
2. Objectives of Consultation
The overall objective of this
consultancy is to provide technical, advocacy, and coordination support for UN
Women Indonesia’s response to the Sulawesi and Lombok earthquakes.
3. Duties and Responsibilities
Under the overall supervision of the UN Women Indonesia
Country Representative, the consultant will perform the following key services:
- Provide technical assistance for the design of UN Women’s humanitarian response in Indonesia
- Research and develop briefing notes, background papers, and summaries on gender in humanitarian action in Indonesia.
- Provide inputs to policy recommendations and strategic planning on humanitarian action.
- Coordinate development of a comprehensive gender analysis of the earthquake response

Provide technical
support for the development of a comprehensive gender needs assessment and
analysis;
•
Coordinate partners
engaged in the gender analysis to develop, provide inputs to, and finalize
relevant documents.
- Manage the advocacy for gender in humanitarian action through inter-agency coordination
- Work closely with and provide advice to national bodies and interagency groups that influence national policies related to humanitarian action;
- Participate and contribute inputs to the Displacement and Protection Cluster (including Protection of Women’s Rights Sub-Cluster and GBV Sub-Cluster) and Early Recovery Cluster, as well as other coordination mechanisms as assigned by the Country Representative;
- Coordinate specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;
- Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.
- Manage advocacy and communication efforts of humanitarian action
- Develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
- Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute to gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).

5. Contract Period and Work Location
The consultant will
be based in Palu, with travel to other disaster-affected areas as well as to
Jakarta as required. For travel within
the country, tickets will be organized by UN Women and Daily Subsistence
Allowance (DSA) will be provided as per UN Women rules and regulations.. Travel
Authorization will be granted to the consultant prior to the travel dates.
6. Payment
Payments for this consultancy
will be based on the achievement of each deliverable and certification that
each has been satisfactorily completed. Payments will not be based on the
number of days worked but on the completion of each stated deliverable within
the indicated timeframes.
7. Qualifications and Experience
•
Master’s degree in human
rights, gender, humanitarian affairs, international relations, international
development, international law or other social science fields is required or a
first-level university degree in combination with two additional years of
qualifying experience may be accepted in lieu of the Master’s degree.
•
At least 5 years of
progressively responsible experience in designing and managing development or
humanitarian programmes, with a particular focus on gender and protection in
emergencies;
•
Technical experience in
inter-agency coordination, preferably on gender and/or protection, in a natural
disaster setting is preferred;
·
Demonstrated experience
developing and writing gender or humanitarian-related analyses, assessments, or
reports
•
Experience working with, and
building partnerships with governments, donors and civil society organizations
at the national level and in the field.
·
Fluency in Bahasa Indonesia and
English, including strong writing skills.
8. Evaluation Criteria
Applications
will be evaluated based on the cumulative analysis.

Technical Qualification (100
points) weight; [70%]
·
Financial Proposal (100 points)
weight; [30%]
A
two-stage procedure is utilised in evaluating the applications, with evaluation
of the technical application being completed prior to any price proposal being
compared. The total number of points allocated for the technical qualification
component is 100. Only the candidates
who have attained a minimum of 70% of total points will be considered as
technically qualified candidates who may be contacted for validation interview.
Financial/Price
Proposal evaluation:

Only the financial proposal of
candidates who have attained a minimum of 70% score in the technical evaluation
will be considered and evaluated.
·
The total number of points
allocated for the price component is 100.
·
The maximum number of points
will be allotted to the lowest price proposal that is opened/ evaluated and
compared among those technical qualified candidates who have attained a minimum
of 70% score in the technical evaluation. All other price proposals will
receive points in inverse proportion to the lowest price.

proposal. The financial proposal shall specify a total lump sum amount breaking
down a daily professional fee and proposed number of working
days. Communication, travel
and any related expenses will be financially covered by
UN Women.

interest, P11, writing sample, and the financial proposal. Applications without
financial proposal will be treated as incomplete and will not be considered for
further assessment.
