ABOUT YAYASAN EMAS ARTISANAL INDONESIA (YEAI):
Yayasan Emas Artisanal Indonesia is the local affiliate of Artisanal Gold Council (AGC).
PROGRAM/DEPARTMENT SUMMARY:
Sustainable Development of the Artisanal Small-scale Gold Mining (ASGM) in Indonesia
(SD-ASGM) is a 5-year project (2015-2020) that will be implemented
through a partnership between Canadian based non-profit AGC and
Indonesian based community development groups, with support from Global
Affairs Canada.
The
project aims to improve incomes, health, and the environment of the
vulnerable and marginalized men and women dependent on the ASGM economy
in targeted areas in Central Kalimantan and North Sulawesi. The project
improves mining, environmental and social practices for men and women
involved in ASGM, including identifying alternatives to mercury use.
The project also supports targeted provincial governments to better
collaborate with the formal extractive sector and supports the
formalization of ASGM activities through legal trade of responsible
artisanal gold and value-added products in domestic and international
markets. Activities include: (1) provide training on better practices
for men and women miners; (2) provide training to targeted government
and civil society groups on ASGM regulation and management; and (3)
establish collaborative mechanisms with other relevant initiatives
promoting responsible gold and diversification of the ASGM economy.
This initiative supports the Government of Indonesia’s implementation of
the Minamata Convention on Mercury, which both Canada and Indonesia
signed in 2013 and are parties to.
HEREBY SEEKS QUALIFIED CANDIDATES FOR THE POSITION OF:
Position Title: Finance and Compliance Officer
Primary Location: Jakarta, with possible travel to Central Kalimantan, North Sulawesi, and
Position Status: 1-year contract
GENERAL POSITION SUMMARY:
The
Finance and Compliance Officer is responsible for helping to ensure
that grants to AGC partner are designed in a way that adheres to AGC
policies and meets the needs of Project Manager. Provides technical
advice on how to structure financial report, budgets, and log-frames for
easy formatting into AGC templates. Provides review and compliance for
ongoing grants in coordination with program staff. Helps monitor
financial tranche payments, program narrative reports, and overall grant
management and close-out.
ESSENTIAL JOB FUNCTIONS:Do This
- Responsible for all accounting of AGC program and operation.
- In coordination with the Head Quarter Finance office, prepare a monthly finance report.
- Maintain an up-to-date budget and pipelines reference folder for all program activities in Indonesia.
- Consolidate cash flow projections for all sub-grants and programs.
- Assist in the development of a consolidated operational budget for all sub-grants to ensure coverage of all expenses. Assist in development of country-wide operational budget as requested.
- Review staff payroll after compiled. Issue payroll to all national staff in a timely manner.
- Help identify NGO’s or community-based organizations (CBO’s) in communities where AGC works.
- Solicit and receive grant proposals from NGO’s and/or CBO’s. Review and process grant proposals according to strategies and scopes of work of AGC programs in Indonesia.
- Follow up with NGOs and CBOs to obtain or provide additional information on proposal writing and budget preparation.
- Conduct pre-monitoring of grant applicants to evaluate financial and administrative systems, as needed.
- Monitor all approved grants and ensure timely financial reporting is completed.
- Consult Project Manager as needed for enhanced monitoring and evaluation exercises according to AGC best practices and compliance requirements.
- Development of AGC resource tools for building the capacity of local NGO’s and CBO’s.
- Identify linkages between projects from different sectors and different geographic areas.
- Ensure close communication with sub-grantees implementing projects.
- Identify potential problems during the implementation of projects by the sub-grantees and make recommendations.
- Prepare progress reports on sub-grantees.
- Conduct financial and administrative training for sub-grantees.
- Conduct periodic audits of sub-grantees. On an average, sub-grantees will be audited every month.
- Following audits and subsequent discussions with the Project Manager and recommend financial and administrative training activities for sub-grantees.
SUPERVISORY RESPONSIBILITY: No
supervisory responsibility within a team other than during occasionally
capacity building events. Maintain a mentoring/advisory relationship
with the local partners, local NGO, government, and private sector
partners.
REPORTS DIRECTLY TO: Operations and Finance Manager.
WORKS DIRECTLY WITH: AGC
Project Manager, Country Representative, Technical Team, Communication
Team, Expert Team, Monitoring and Evaluation Officer, Administration
Officer and local partners.
QUALIFICATIONS:
• Master or bachelor’s degree in Accounting.
• 5+ years of experience in finance, compliance, and monitoring and evaluation of subgrant.
• Good English in both verbal and written is mandatory.
• Excellent computers skills absolutely required (MS Office, Word, Excel, PowerPoint, Access, Outlook).
• Multi-tasking, coordination, organization, and prioritization skills essential.
• Excellent skills in interpersonal, presentation and representation.
• Ability to work independently and cooperatively with team members required.
• Prior experience in an international NGO is advantageous.
SUCCESS
FACTORS: The ideal candidate will have a strong desire and ability to
facilitate and work with NGO/CBO. She/He will be an excellent
communicator, multi-tasker, able to operate under tight deadlines and
follow procedures. She/He will be a team player with a positive attitude
towards problem-solving and have a sense of humor is preferred.

LANGUAGE
• Fluency in written and spoken English is a must.
