OPERATIONAL CONTEXT

USAID CEGAH has assisted the Inspectorate General of the Ministry of Education and Culture Republic of Indonesia (IG) to improve its performance audits, based on the Government Accountability Office (GAO) standards through a series of workshops and coaching clinics. At the same time, since Year 2, USAID CEGAH -through its Countering Violent Extremism (CVE) Program -also has supported the IG on strengthening its auditor’s capacity in promoting tolerance and multiculturalism in schools. 

As a program part to learn more about doing performance audit in multiculturalism or CVE program, The IG with USAID CEGAH is planning to visit the United States for nine days to observe and learn how US Inspectorate General conduct internal monitoring towards its multiculturalism and civic program in schools on 8-13 September 2019. The objective is to learn from the US Government’s experience on how audits works, with a particular focus on school programs that support multi-culturalism and tolerance. Secondly, a visit to selected school in the Washington DC area which apply programs that teach multi-culturalism, tolerance, address matters of majority-minority population tensions, anti-gang programs related to violence among youth. Therefore, we are looking for a consultant that can help us design the agenda for the study visit and serve as a resource person during the IG’s visit.

OBJECTIVE
To design the program and provide a school-visit recommendation for the auditors of the IG of the Ministry of Education and Culture during the study visit in the United States.





SCOPE OF WORK
1.    Fifth teen (15) days to:
a.     Identify potential IGs at any government level in the US (federal, state, or district) which has conducted audit programs on multiculturalism, tolerance or other civic engagement at schools (preferably high school) in the broader Washington DC area. 
b.     Identify the potential school (preferably high school) which has or is currently implementing a program on multiculturalism, tolerance, majority-minority relationships, anti-gang programs, or other civic engagement at school in the Washington DC area to be visited.
c.     Engage with potential Inspectorate General at any government level in the US (federal, state, or district) which has conducted audit programs on multiculturalism, tolerance or other civic engagement at schools (preferably high school) in the Washington DC area to make appointment for Indonesian IG.
d.     Engage with the potential school (preferably high school) which has or is currently implementing programs on multiculturalism, tolerance, majority-minority relationships, anti-gang programs, or other civic engagement

DELIVERABLES
1.     List of agreed meeting itinerary with US inspectorate general and school in Washington DC area.
2.     Briefing for study visit participants upon arrival.
3.     Accompanying the group during their visit.
