OVERVIEW
USAID’s BIJAK (Bangun Indonesia untuk Jaga Alam demi Keberlanjutan) is a Jakarta-based, five-year project implemented by Chemonics International in collaboration with Kemitraan and Wildlife Conservation Society. The overarching objective of USAID’s BIJAK project is to address the constellation of market forces, financial incentives, policy levers, social norms and values driving deforestation and biodiversity loss in order to promote enduring changes in individual and organizational behavior which reduce greenhouse gas emissions and conserve valuable marine and terrestrial biodiversity. To realize this objective, BIJAK will work through national instruments and systems to impact the following:
  • Number of national level laws, policies, regulations, decrees, procedures, or fiscal and budgetary practices developed, revised, adopted and/or applied in order to reduce GHG emissions, reduce wildlife trafficking, and conserve valuable terrestrial and marine biodiversity with support from BIJAK.
  • Improved capacity and willingness of Indonesian institutions and organizations to address biodiversity conservation, especially wildlife trafficking, and climate change.
  • Number of businesses engaged in extensive land-use practices, especially palm oil, developing green business practices and sharing them widely with others in their industry.
  • Amount of investment leveraged in USD from private and public sources for biodiversity conservation and/or climate change.
  • Public opinion and behaviors changed as a result of advocacy campaigns developed and implemented to support targeted terrestrial and marine biodiversity conservation and low carbon development issues.
  • Model(s) for successful low emissions development and forest conservation developed and shared at all levels of government and with other key stakeholders.

SPECIFIC TASKS & RESPONSIBILITY
The Finance Assistant is responsible for supporting the Finance Manager and Finance Officer in the Implementing the overall accounting and financial control systems for USAID’s BIJAK Project and for using adequate and appropriate internal controls to meet generally-recognized accounting standards..  In addition, the Finance Assistant together with Finance Officer will manage all bookkeeping, data entries into the system and prepare the payment to the Citibank online banking. Specific areas of responsibility include financial report preparation and review before submission to the Finance Manager including the filling all finance documents.  Finance Assistant reports to the Finance Manager.
  • Follow the accounting and financial control systems in accordance with U.S. government regulations (expenses are reasonable, allowable and allocable), Chemonics policy and guidance provided by the Finance Manager.  Ensure that all project-related transactions are conducted, processed and recorded as stipulated by the system.
  • To prepare documentation for payment instruction both manual and online banking. Ensuring all transactions are supported with proper and complete backup documents and in alignment with Chemonics and USAID standard procedures.
  • Ensure that USAID’s BIJAK Project transactions are appropriately recorded in the ABACUS accounting system and ensure USAID’s BIJAK Project accounting and procurement standards, procedures, and policies are followed and implemented
  • Assist Finance Officer in reviewing expenses and advance settlement to ensure that calculation, allocation, and supporting documents are correct and accurate before entries into ABACUS.
  • To maintain the project’s accounting file systems, both hard copy and electronic, ensuring all vouchers are in order, complete, correct, have bank slips/copy of checks and other required supporting documents attached and scanned completely. And others finance documentation.
  • To maintain accurate finance file index systems to ensure compliance with auditing practices.
  • To compile required data for Finance Reviews conducted by Home Office’s FCR, in compliance with BIJAK project policies and procedures as noted in the Indonesia Country Policy Manual, and FAST Manual.
  • Under the guidance of Finance Manager; take lead proactively processing tax exemption for the transaction above $200 to the related government agencies. initiating the request letter to USAID, Project’s TCA, State Secretary, and Tax Office and ensuring its VAT exemption trackers is up to date and take lead proactively tracking the VAT record for the transaction under $200 and perform the verification with each transaction detail.
  • Responsible to verify the data between daily transaction details and bank statement to ensure the funds' sufficiency on a daily basis.
  • Other accounting, financial or administrative tasks as required by the Operations Director or Chief of Party.

QUALIFICATIONS:
  • University degree in accounting, finance or similar field is required (relevant experience and another university degree may substitute for degrees mentioned).
  • Minimum of 2-3 years’ experience in an equivalent position.
  • Experience with accounting software (ABACUS is preferred).
  • Experience working in a similar position in an NGO or an international organization is preferred.
  • Knowledge of OMB Circular A-122 is desired. 
  • Must have a willingness to travel to BIJAK business travel. 
  • Must also have the ability to work effectively in a fast-paced, stressful environment.
  • Advance skills in Microsoft office; excel and words.
  • In addition, must be flexible, willing to perform other duties and work irregular hours.
  • Immediate availability is preferred..
Additional Skills: Working knowledge of English, both written and spoken.  Able to communicate fluently and effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.  Must be capable of working both individually and as part of a team.  Must also be able to create a supportive working relationship among all project teams.
