In
Indonesia, CHAI started supporting Indonesia’s Ministry of Health in
2008 to scale up adult anti-retroviral therapy, through improving supply
chain management, as well as providing technical assistance for
improving the quality of ART and laboratory systems to support HIV care
and treatment. In 2017 through the Implementation of CHAI as an INGO
registered as the Development Partners with the Indonesian Ministry of
Health, CHAI has expanded its support to the Ministry of Health in other
areas including improving access to: effective hepatitis treatments,
accelerate the introduction of PCV vaccine- specifically focusing on
assisting the government to make an informed and coordinated decision on
PCV introduction, point of care diagnostics, m-health and family
planning, maternal and child health. In addition, CHAI is also providing
technical support for the Ministry of Health’s drive to sustainability
fund healthcare.
Position Overview
Based
in Jakarta, the Deputy Country Director (DCD) will report to the
Country Director (CD) and help ensure the overall success of CHAI’s
portfolio of projects through the provision of technical expertise,
management, and operations. The DCD will lead office administration,
financial management, human resources, safety & security,
fundraising and will be responsible for leading strategic direction,
vision, providing technical expertise and coordination, and supporting
overall project management. The DCD will help represent the office in
liaising with CHAI headquarters and global/regional teams, as well as
with donors and in-country partners.
Responsibilities:
- Support the CD in defining overall operational strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
- Maintain robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies and Host Country regulation
- Develop and manage program budgets and performance indicators in collaboration with program staff
- Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors
- Support human resources management, including recruitment, management, and professional development of existing staff
- Oversee internal management of the office’s daily operations, including contracting with vendors, ensuring compliance with local laws, safety & security, and interfacing with CHAI’s legal and financial teams
- Lead processes for internal and donor reporting
· Build
and sustain trust with key external stakeholders at National,
provincial, and district levels, at the Ministry of Health and other
government departments, at both ministerial and administrative levels,
as well as international agencies, NGOs, and donors
· Serve as the key internal liaison between the country team, global/regional teams, and CHAI’s head office in Boston
- Maintain a thorough understanding of the health landscape in Indonesia and the Ministry of Health’s key priorities and challenges
- Oversee all program strategies, activities, work plans, M&E, and reporting
- Develop communication materials, make presentations and represent CHAI at public forums
· Other activities and responsibilities, as needed
Qualifications
- Master degree in business, economic, public health or equivalent experience
· Strong
quantitative and analytical capacity, preferably with a background in
public health, economics, and private business sector
· At
least five years of work experience in a demanding, results-oriented
environment, with increasing levels of responsibility and leadership
· Excellent
understanding on Indonesia national regulation on workforces, INGO,
taxation, settlement disputes, and other organizational ordinance
· Good
understanding & familiarity of Indonesian bureaucratic culture and
have experience in dealing or working with public system in Indonesia
- Exceptional interpersonal and communication skills
- Fluency in English and Indonesian language, both written and oral
- The ability to manage within sensitive political contexts and develop strong relationships
- Proven ability to inspire, mentor and lead teams for consistently high performance
- Ability to work within limited budgets and human resources
- Comfort working on highly complex problems without extensive structural or operational support
- Efficiency in negotiating and achieving consensus
- Exceptional problem-solving skills, ability to manage numerous work streams simultaneously
- Ability to build and nurture relationships in a challenging multicultural environment
- Proven ability to be effective in high-pressure situations
- Excellent understanding of MS Office with proficiency in Excel, PowerPoint, and Word
Preferred:
- Experience from the private sector and familiar with public health issues
- Experience in Indonesian regulations and familiar with local context
- Working experience in Asia and/or familiar with Asian cultures and comfortable working in an international setting.
