ThinkWell is implementing a new
five-year project, Health Financing Activity funded by USAID. The
project will work in partnership with the Ministry Health, BPJS-K, Ministry of
Finance and other government agencies to provide evidence for health financing
policy; build institutional capacity within government and research organizations
to conduct analysis to inform national and sub national health financing policy
reform; provide analytics for sustainable financing for JKN and health
financing for public health, with a special focus on HIV, TB and MNH.
The Health Financing Specialist will report to the
Chief of Party and spearhead high-level policy engagement as well as analytical
work to accomplish project activities. The ideal candidate will be an emerging
leader in the health sector on health financing issues who establishes and
leverages positive partnerships required for learning, adaption,
implementation, and uptake of evidence. He/she will have significant knowledge
of health economics, financing, research, and policy; engaging with senior
policy makers and leaders in national institutions; facilitating the review,
development, trial, and measurement of health financing systems and reforms;
providing strategic and technical guidance to other technical experts to
achieve the project goals and support national policy.
An important responsibility will be the learning
agenda and M&E activities, technical and strategic review of M&E data
emerging from the project and ensuring that lessons reach the right levels of
the decision-making and practice that lead to sustainable change. The
Health Financing Specialist will assist the MoH, BPJS-K, and other stakeholders
to practice an adaptive approach to respond to emerging lessons/evidence and
implementation realities whilst taking advantage of emerging opportunities.

Responsibilities
·
Spearhead high-level engagement with
senior level officials in relevant government agencies, primarily with MOH/
PPJK (Pusat Pembiayaan Jaminan Kesehatan/Center for Financing and Health
Insurance), as well as BPJS-K, DJSN, MoF, MoHA, and sub-national government
officials.

Conduct and train counterparts to
conduct analytical work needed to accomplish the project activities, such as
national and district health accounts, expenditure review, financial modeling,
fiscal space analyses.

Play an active role in the
constitution and facilitation of multi-stakeholder health financing groups
·
As required undertake communications,
presentations, facilitation, discussion lead of workshops, meetings and other
events
·
Co-author policy briefs, analytical
reports, and manuscripts for publication in peer-reviewed journals
Capacity Building
·
Support the development of a strategy
to train the next generation of Indonesian health economists with a network of
universities in Indonesia, including production of a health economics
certification program
·
Build local capacity within MoH,
BPJS-K and other relevant institutions for
o Setting
priorities for the technical areas of focus such as strategic purchasing,
institutionalizing NHA, efficiency and effectiveness of provider payment
models; sustainability of health financing for JKN; linking provider payment
with quality;
o Establishing
and managing special technical working groups
o Designing,
planning and oversight of pilot projects
o Generating
evidence of impact of health financing reforms
o Developing
high level reviews of current health financing and systems reforms
o Developing
a proactive strategic purchasing strategy for the private sector
Learning and Knowledge Management
·
Develop a learning agenda, identify
learning products that are suitable for policy makers, program managers, and
academics in Indonesia and for an international audience
·
Develop a dissemination plan for key
evidence and learning outputs that target specific policy events and Indonesian
policy process at national and sub national levels
·
Lead the development, production and
quality control of knowledge products
·
Contribute to the develop of M&E
plans and the design of project evaluations
Qualifications
· Masters level degree in health
economics, health policy, health financing or equivalent with 10 years of
relevant professional experience; or Doctorate degree with 5 years of relevant
professional experience
· The HF Specialist must have extensive
background in health financing reforms, policy leadership and government
engagement.
· A highly reputable and accomplished
health economist with strong quantitative and modelling skills is preferred
· Excellent verbal and written
communications skills in English and Indonesian
Skills and competencies
· He/she must be an expert in health
financing with a deep understanding of health financing concepts, designing
National Health Insurance policies, and current and emerging health financing
policy reforms in Indonesia
· High level of quantitative analytical
skills with the ability translate complex data for multiple audiences
· Strong capacity to undertake analyses
such as health accounts, benefit incidence analysis, and public expenditure
tracking survey for health policy
· He/she must demonstrate ability to
develop and manage relationships with all key institutions, including
government officials and academic institutions.
· Capacity to communicate and dialogue
with policy makers at a national and sub-national level
