Indonesia is changing for the better. We've begun to build a national
organization that aims to be a strong, local, and self-sustaining voice
for children in Indonesia. To this
end, SC Indonesia has been designated as a “Prospect Member”. As
‘Prospect Member’ Indonesia has been identified as part of the next way
of new member development, which focuses on strengthening and
localizing our voice for children in strategic middle
income countries. Indonesia has been authorized by member ballot to
start fundraising locally as a first step towards building a financially
sustainable local organization. Future work will also involve
developing a strong local governance structure and building
key partnerships with local government, the private sector, local civil
society among others. Success of the pilot phase will set the Indonesia
on a pathway to full membership. We are currently seeking to fill the
following position:
CONSULTANT FOR COMPREHENSIVE SAFE SCHOOLS (CSS) IMPLEMENTATION
2 (two) position, based in Lombok
Description/ Background of Program
Following
earthquake 7.0 magnitude, Indonesia’s search and rescue teams have been
searching the quake-affected areas to evacuate, rescue and
recover earthquake victims in Lombok Island, West Nusa Tenggara
Province. Provisional data provided by National Disaster Management per
August 14th recorded 458 deaths, 1,406 people injured, 417,
529 people displaced and around 71,740 houses severely
damaged across 6 affected districts in West Nusa Tenggara Province.
Apart from number of toll death, government regular services stopped as
the impact of the earthquake. Six bridges reported damage and around 671
schools severely damaged. The Education Department
has released Letter to dismiss the school until undetermined time limit
since July 30, 2018 as the impact of first 6.4 earthquake. The second
earthquake will impact on the length of the undetermined time for
teaching and learning process.
Assessments
confirmed that the North Lombok area was most severely affected by the
earthquake because it was close to the epicenter. Damage
to houses and buildings is widespread. Houses in North Lombok and East
Lombok regencies that were previously only slightly damaged when the 6.4
RS earthquake hit on 29 July suffered more serious structural damage
and, in several cases, collapsed following
this latest quake.
Post
of six (6) months intervention through Emergency Response to Lombok
Earthquake, started from 29 July 2019 and then massively continued
after the biggest earthquake on 5 August 2019 with 7.0 SR, nowadays NTB
province started to change period from Emergency Response and
Transition to Recovery Phase which will be officially changed on 28
February 2019. As per 21 November 2018 Kogasgabpad (Komando
Tugas Gabungan Terpadu) has been ended and the leading process from
emergency response to recovery will be leaded by the Vice Governor of
NTB which will need at least 2 years implementation, therefore the new
structure for Recovery Phase (namely, SATGAS-Satuan
Tugas, will be leaded by each of respective related department) will be
developed and stated as official structure in handling the recovery
phase.
In education sector,
based on the Infographic of Education
Cluster per 5 October 2018, it was reported that 1,171 school building
destroyed, 33 students died, 36,902 students and teachers evacuated, and
218,224 students were affected across NTB Province post of the 7.0SR
earthquake that happened on 5 August 2018.
Many teachers affected from this disaster, leave no certainty on when
school will be normal. In the other side, parents feel that their
children aren’t safe in school although the government has established
temporary learning school with safe construction
materials. Learning process and teaching and learning activities are
still a challenge because not all teachers understand the appropriate
learning methods when administering education in an emergency situation.
Even though education-related training in emergency
situations has been given to affected school representatives, not all
teachers can do so. Psychological support and capacity for teachers,
especially those related to safe schools are still very much needed.
The
importance of integrating DRR into the curriculum which is then
supported by teaching materials is important to ensure students and
teachers are able to reduce the
impact if the disaster occurs. School emergency plans for existing
disasters are also important to ensure students have their rights to get
an education despite being in an emergency situation. Likewise, the
education plan is an important as well as the basis
for ensuring disaster preparedness in the education sector, so that
when a disaster occurs they know what to do, this includes at the ECCD
level that is not so well handled during emergency response situations
Objectives
The main objective of this consultancy work is
to support CSS project
in
order to speed up the project implementation at field level specially
for some main activites including monitoring the ECCD construction
process, to achieve project targets;

Build
the capacity of teachers and educational administrators and authorities
on ensuring psychosocial support mechanisms are in place in schools and
that teachers
are able to incorporate psychosocial support into their curriculum

Provide learning kit as necessary as well as aiding in the refurbishment of school infrastructure
-
Safe school campaign initiated with government.

Joint monitoring on monitoring and evaluation
-
Developed Contingency Plan for School, District Education Office, and Province Education Office
-
Train teachers and education officers to integrate Comprehensive Safe Schools (CSS) into curriculum
-
Implementation of Comprehensive Safe Schools (CSS) activities such as evacuation & SOP, Mock drill, M & E
