Indonesia is changing for the better. We've begun to build a national
organization that aims to be a strong, local, and self-sustaining voice
for children in Indonesia. To this
end, SC Indonesia has been designated as a “Prospect Member”. As
‘Prospect Member’ Indonesia has been identified as part of the next way
of new member development, which focuses on strengthening and
localizing our voice for children in strategic middle
income countries. Indonesia has been authorized by member ballot to
start fundraising locally as a first step towards building a financially
sustainable local organization. Future work will also involve
developing a strong local governance structure and building
key partnerships with local government, the private sector, local civil
society among others. Success of the pilot phase will set the Indonesia
on a pathway to full membership. We are currently seeking to fill the
following position:
Knowledge Management System Development Consultant
1 (one) position, based in Jakarta
Background
Save
the Children's work saves and improves children's lives around the
world. We work to ensure children have healthcare, food and shelter,
as well as learning and child protection services when children need it

denied their rights, simply because of who they are or where they are

Save
the Children commits to ensure that interventions for vulnerable
children are impactful. To do so, we strive to promote a learning
culture across the organization. We investment in knowledge management
(KM) platforms systems is crucial for sharing and utilizing evidence for
continuous improvement.
Globally
Save the Children has developed an intranet system called OneNet. This
knowledge management platform is a central repository for
documents and information, which can be accessed by all staff. The
OneNet site is hosted on SharePoint, the web-based collaborative
platform that integrates with Microsoft Office. Each Save the Children
country has their own sub-site on OneNet.
The
aim of this consultancy is to support the development of a dual
language, easy to use, sub-site for Indonesia. Our aim is that this
sub-site will increase uptake and usage of OneNet, be more accessible
to all
staff. One of the key aspects required from this KM solution is an
improved end user experience and accessibility by considering the local
context and using a variety of different formats (video, text, etc.).
Objective
The KM platform development consultant hired will address (but not limited) following objectives:
- Develop the Indonesian subsite to OneNet in Bahasa & English, by developing a central landing page which links to relevant documents from the global thematic libraries, e-courses (available in Bahasa), local staff induction, local/global policies & procedures, relevant workplace groups and links to further engagement etc. (further design guidance will be provided) The KM site must take advantage of existing technology/platforms – Microsoft SharePoint, that connects to the global intranet (OneNet) rather than develop a system using new technology.
- Enhancing the sub-team site usage by improving functionality and ease of use. Ensuring that documents are easily accessible with the correct level of privacy and edit access. Where possible a standardized SharePoint team site is agreed and piloted based on best practice, with a guidance tool.
- Work in partnership with Save the Children colleague to ensure effective site maintenance and prolonged use through capacity development and 1-1 support.
Tasks
Following are expected (but not limited to) task from hired consultant:
- Review of the current KM Platform on Sharepoint/OneNet relevant with Indonesia country office including local initiatives developed by Area/Field office
- Review common documents generated by organization especially by PDQ and Implementation Department (Area/Field office)
- Facilitate meeting/workshop for KM platform development among key staffs
- Coordinate and provide inputs for KM policy development to ensure alignment with KM Platform workflow including document upload process
- Develop KM Platform using SharePoint Based Technology including identification of potential glitches
- Provide regular progress report on the SharePoint site development
- Develop guidance on the use of KM Platform for end user including how to tackle troubling shooting (if there is glitch from SharePoint based technology) and its maintenance
- Train Key Staffs to use KM Platform
Deliverables
- Documentation and research on current KM platform use, needs and gaps with proposed solutions / KM functional features
- Mock-up design of the SharePoint site architecture/features, to seek feedback
- Develop a functional KM SharePoint site
- Develop a guidance tool on KM SharePoint site use for all staff (English & Bahasa)
- Training for key staff on KM SharePoint site to maintenance
- User testing of site and redevelopment as fit
Consultant Requirement/Expertise
- Extensive experience developing SharePoint technology and relevant Microsoft application/services is essential. Relevant Microsoft certification is a plus (i.e. teamwork administrator associate)
- Experience managing and administering cloud-based data repositories, specifically within Microsoft SharePoint and including creating new sites and sub-sites, managing documents and user access
- Extensive experience in information system development. Experiences with knowledge management platform development is a plus
- Good Communication skill (verbal & written) especially in facilitating discussion/training/workshop
- Experience working in teams with different capacity levels
- The consultant must be willing to comply with Save the Children’s relevant policies and procedures.
