ABOUT BETTERWORK
INDONESIA
Better Work is a unique partnership between the UN’s International
Labour Organization (ILO) and the World Bank Group’s International Finance
Corporation (IFC). Launched in 2007, the programme aims to improve compliance
with labour standards and competitiveness in global supply chains. Better Work
involves the development of both global tools and country level projects. The
focus is on developing scalable and sustainable solutions, which build
cooperation between government, employer and worker organizations, and
international buyers. Improving compliance with labour standards in global
supply chains is an important part of a pro-poor development strategy. Ensuring
workers’ rights and entitlements are protected helps to distribute the benefits
of trade.
Better Work supports enterprises in implementing the ILO core
international labour standards and national labour law and improve the dialogue
between workers and employers. This helps enterprises compete in global markets
where many buyers demand compliance with labour standards from their suppliers.
To achieve its goal, Better Work Indonesia provide advisory, assessment
and training services to factories and work with ILO stakeholders to support
them in building their capacity to fulfil their role. In Indonesia, the core
services (advisory, assessment and training) is exclusively implemented by
Yayasan Kemitraan Kerja, a national foundation established in Indonesia since
2016. While the works with stakeholders will continue with the ILO.
BACKGROUND
With
the increasing number of factory members, the learning aspect of the BWI core
service needs to equip the team in order to provide quality deliveries in terms
of content, diversity of topics, variety of methods and frequency that support
the improvement works at the factory level. In addition to this, with more than
200 factory members, BWI training team needs to be able to cater to the varied
needs and capacity of the factory members – from High Performing to Persistent
Non Compliance- to promote sustainable improvement efforts at the factory
level. Also, the needs to keeping abreast with the latest industry trends and
issues, while maintaining innovative and creative way of thinking to develop
new approaches and strategies to improve the learning system and process within
the BWI core service operations.
Based
on the above, the Training Officer (TO) will largely work to support the
training team leader in development of quality modules for BWI learning
activities, delivery of learning activities and support in the training program
operations.
The
selected candidate will be based in Jakarta, and will report to Training Team
leader of Yayasan Kemitraan Kerja (YKK). Due to the geographical widespread of
YKK working area, the selected candidate may be required to travel out station
to assist in training activity implementation.
POSITION DESCRIPTION
Prepare training module in accordance to
established syllabus; coordinate, monitor, and evaluate the training delivery
as well as its administrative documents; prepare promotional tools and other
selling material as required; to support a well-run of training activities in a
cost efficient manner.
Specific duties and responsibilities:
1.
Planning
and Strategizing
§ Support
training team leader in developing annual planning and strategy of training
program
§ Provide
recommendation for innovation to enhance quality of the learning activities
§ Search and collect any information that can contribute to
innovation in deliveries of learning program within BWI core
services operations.
§ Collect and analyze training evaluation result, provide
improvement recommendation to supervisor, in order to keep high effectiveness
of training delivery.
§ Draft
and organize the dissemination of annual training survey for factories
§ Responsible to develop annual training schedule referring
to the factory training needs analysis (TNA) and annual survey

Development
of learning materials
§ Based
on the identified needs, support training team leader in developing new
training modules
§ Prepare training module in accordance to established syllabus/
reference(s) as assigned, finalize the module with supervisor, so as
to have the module ready on time
§ Actively involve in the discussions with enterprise advisors and/or focal
points’ team to identify training needs, and develop training/seminar materials
§ Actively involve in the discussions with
buyers and/or stakeholders to identify training collaboration needs and develop
training/seminar materials
§ Support
training team leader in developing monitoring tools for learning activities
3.
Facilitate/
deliver training activities
§ Support
in facilitating and delivery of training/seminar activities
§ Support
in coordinating briefing meeting with trainer(s)/facilitator(s) prior/after to
the activity
§ Coordinate
with training assistants in ensuring that all the necessary training materials
and kits are prepared prior to activities
§ Ensure
the use of Qualtrics for evaluation platform after end of each learning
activities, and maintain proper Qualtrics data reporting.
4.
Promotional
materials and dissemination
§ Plan
and prepare promotional products on available training topics, in coordination
with the training team leader and communication officer
§ Plan
and prepare campaign materials on Better Work priority issues, in coordination
with the training team leader and communication officer
§ Work
with training assistant to ensure proper dissemination of promotional and
campaign materials to factory members and relevant stakeholders
5.
Communication
with stakeholders
§ Support
communication of training program with stakeholders in close coordination with
the Training team leader
§ Involve
in meetings or other events with stakeholders as assigned by training team
leader
6.
Updating
and reporting
§ Collect
and compile the updated training data for reporting and updating purposes, in
coordination with training team leader
§ Prepare
the drafting of training activity report, particularly on training
collaboration report, in coordination with training team leader
§ Work
with training assistant to ensure proper maintenance and updating of Training
Management System portal
7.
Administration
and Logistics
§ Prepare
document and all administrative work for training program development/training
delivery, in order to meet proper administrative procedure (TOR, proposal,
etc), as assigned by training team leader.
§ Draft
correspondence, faxes, memoranda and reports on administrative matters from
oral instructions, previous correspondence or other available information
sources in accordance with standard office procedures.
8.
Other
task as assigned
Actively involved in the Foundation’s events and/or
perform any additional tasks assigned by the Operations Manager and/or Training
Team Leader as required, to support effective operations
of the Foundation entirely.
C. Experience & Qualification
Education:
Minimum
of diploma graduates or equivalent relevant
experiences
Experience:
· Minimum of three years experience in development and delivery of training activities
· Experience with a training institution would be preferable
- Understanding of garment industry is an advantage
· English proficiency is required
· Knowledge or skills on IT and data management is preferable
· Good level of competence in Microsoft Office (Word, Outlook, Excel, PowerPoint) and ability and willingness to learn to use new software
