The International Budget Partnership (IBP) is the leading organization that works with people and governments to promote public budgets transparent and inclusive. In addition to its support of civil society efforts within countries to improve budget policies and implementation, IBP and its partners conduct research and advocate at national and international levels for improvements in budget transparency, participation, and accountability.
IBP is looking to appoint a Program Officer to be part of its Indonesia team for a new multi-year multi-donor supported initiative called the Strengthening Public Accountability for Results and Knowledge (SPARK). Indonesia is one of seven priority countries where this program will be implemented, and this position will support the Country Manager plan and execute the country strategy. The duration of this project is 2018-2022.

JOB PURPOSE AND KEY RESPONSIBILITY AREAS:
The Program Officer for Indonesia is primarily responsible for supporting the implementation of the Indonesia country strategy and for providing direct support to the Country Manager. The implementation of the Indonesia country strategy is directed to in-country civil society organizations and other partners working on entry points and campaigns that have been identified and prioritized.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to:
- Participates in and supports the refinement of the IBP Country Strategy for Indonesia, including developing specific annual work plans and contributing to budgeting exercises, and collaborating with other colleagues to ensure that the SPARK program in Indonesia best contributes to the realization of IBP’s mission
- Supports the implementation of the country strategy for Indonesia, including mapping out the technical assistance and other support that IBP will be providing
- Provides substantive support to coordinate the IBP supporting partners and consultants to organize the provision of training, technical assistance and other capacity-building support required by partners
- Plays a key role in supporting partners in the processes of applying for, and overseeing the use of their SPARK grant resources, as appropriate and/or required
- Collects information that contributes to the documentation, and evaluation of the Indonesia country strategy, including participating in periodic review meetings and initiatives to work through process improvements for the Indonesia country strategy, the SPARK program, and partner support
- Collects and writes up information on the Indonesia country strategy for IBP’s annual report and donor reports
- Supports cross-team collaboration within IBP as may be required by priorities of the SPARK Program, or other institutional priorities
Other Responsibilities:
- Serves as the contact person and liaison with the global PMEL and Action Research teams
- Participates in IBP all-staff retreats, and in all SPARK team meetings
- Supports other SPARK team colleagues to ensure that SPARK model and standards of providing support and technical assistance to partners are evenly applied
- Contributes to drafting terms of reference for consultants; supports the execution and monitoring of consultants’ performance
- Coordinates closely with the IBP Administrative team for all administrative and logistical needs
- Complies with all administrative and financial protocols, policies and procedures
EDUCATION:
- Minimum Bachelor’s degree in Development Studies, Economics, Public Policy and Management, any of the social sciences, or a related development field, required. Master’s degree or Postgraduate Diploma preferred
EXPERIENCE:
- 2 to 5 years of experience in public finance management, policy and strategy, gender transformative approach, poverty or related development field
- 2 to 5 years of experience implementing and monitoring programs that support civil society organizations to analyze public budgets, and to engage and advocate for greater transparency, accountability and participation in public budget processes
- High familiarity with development issues at the local and national levels in Indonesia
- Experience with community organizer and facilitator
- Previous experience in the grant management process
- Experience with gender analytical tools will be an added advantage

- Proficiency in English and Bahasa

- Proficiency with Microsoft Office package required; proficiency with other specialist software applications, desirable
