Program Specialist
– Government Engagement
Position
Description
The four-year
USAID-funded Indonesia Harmoni activity promotes tolerance and inclusion and
reduces the risk of violent extremism. Harmoni focus its support on
interventions that are narrowly targeted towards communities and individuals
most at risk of radicalization, with a mandate to build the resilience of key
Indonesian institutions – government, civil society, religious, and
community-based – that represent the frontline in preventing violent extremism
in Indonesia.
This is a full-time, long-term
position based in the Harmoni HQ in Jakarta.
This position is open to
Indonesian nationals only.
Position Summary:
The Program Specialist –
Government Engagement is primarily responsible for developing and supporting implementation,
operations, reporting, and communications of interventions with GOI counterparts at the national
level. This position will work mostly within Harmoni Intermediate Result 1: Community
Resilience. S/he will work in
association with other members of the Program Team and under the supervision of
the Senior Technical Advisor. S/he will coordinate with grantees and other project partners
as necessary.

Develop, implement, and support programming,
primarily with national-level government agencies, under Harmoni IR 1: Community
Resilience.
·
Develop, implement, and support programming
under other Harmoni IRs as needed, with government and civil society partners.
·
Engage and support GOI stakeholders,
primarily at the national level, to design and implement project activities under
IR 1 and other IRs as needed.
·
Work in partnership with and support
Harmoni nongovernment partners (CSOs, research institutes, other) with programs
that involve GOI engagement.
·
Plan, coordinate, and make arrangements for successful execution
of Harmoni events such as seminars and conferences, trainings,
meetings, presentations, and when necessary, travel and hotel arrangements, trip itineraries and program
reporting.
·
Support recruitment and procurement related to program
activities.
·
Monitor progress of activities to measure performance and
results per the Harmoni MEL Plan.
·
Produce activity reports and briefing
documents. Contribute written inputs to Harmoni progress reports,
implementation plans, and ad hoc technical documents.
·
Help ensure timely execution of activities, in accordance
with agreed project and partner implementation schedules.
·
Perform other tasks as assigned by the direct supervisor
and Senior Management Team.
·
University
degree plus minimum 7 years of professional experience related to Harmoni
program or functional areas and the responsibilities of this position.
·
Proven
experience engaging successfully with government officials and agencies at the
national level to develop and implement programs.
·
Deep
understanding of and experience with technical aspects of IR1 Community
Resilience preferred, including experience with one or more project
focus issues, such as promoting tolerance and diversity,
working with universities
and secondary schools, et al.
·
Broad professional network among Indonesian
government, civil society, and other institutions and individuals relevant to
Harmoni and IR1.
·
Excellent
written and verbal communication skills; excellent spoken and written English.
·
Experience with project communications,
including producing success stories and quarterly reports, preferably in Indonesian
as well as English.
·
Strong analytical skills, with a demonstrated
ability to tackle complex issues.
·
Experience
working on international donor programs in Indonesia, USAID preferred.
·
Strong
organizational skills and attention to detail.
·
Ability
to work on multiple tasks simultaneously and independently, delivering products
or completing responsibilities on time and at the required quality level.
·
Strong
interpersonal skills; ability to work effectively as a member of a team.
·
Fluency
with MS Office software applications.
