currently looking to fill the following position for our office in Kaimana, West Papua:
Kaimana Surveillance and Enforcement Coordinator
(KSE_C)
The
Kaimana Surveillance and Enforcement Coordinator will be responsible
for the third goal of this project, although will support the others as
necessary. This position is critical to the overall project success
because without on the ground enforcement, and MPA regulation will serve
as a suggestion rather than law. The successful candidate will need to
develop strong ties to the local Kaimana enforcement groups including
Pol Air, PPNS and SAR, as well as the MPA management Unit (UPTD) and
coastal communities especially the community MPA patrol (Pokmaswas)
throughout the Kaimana MPA.
He/she
will be responsible for (1) ensuring the community patrols are well
trained, (2) creating and facilitating the adoption of a surveillance
SOP, (3) Engaging the enforcement authority (Polair, PPNS, Navy) to
actively support the MPA community patrol by doing joint patrol and
prosecuting the arrested violators as well giving patrol and
conservation law enforcement training to the community patrol (4)
revitalizing one patrol post in each of the four sub-MPAs and (4)
organize enforcement workshops including both government authorities and
community members. He/she will report to the Kaimana Program Manager
but will maintain close communication with the entire Kaimana team and
Bird’s Head Seascape (BHS) team.
KEY RESPONSIBILITIES:
Surveillance
- Facilitate the re-socialization of MPA Management Policies MPA Kaimana both at the district level and the villages.
- Facilitate the creation and adoption of an SOP for the UPTD and community patrols.
- Work closely with UPTD staff to strengthen Kaimana surveillance and enforcement for MPA management.
- Working closely with Kaimana operations team to manage the field station and fleet in each MPA to ensure they equipped with proper safety facility, adequate supplies and efficiently manage to well support the MPA patrol activity
Law Enforcement
- Work closely with enforcement authorities in Kaimana, including with PolAir, PPNS, Navy, SAR, among others.
- Develop a training module for joint community and government enforcement based on MPA Management plan for Kaimana.
- Facilitate the revitalization of one patrol post for each sub-MPA, including obtaining necessary permits, contractors, etc.
- Organize and lead regular enforcement workshops for communities as outlines in grant deliverables
- Supervise and transfer capacity to the community patrol coordinator in each sub MPA in leading the MPA enforcement program and ensuring their ability to lead the program under the UPTD once the institution is self-financed
Reports and Follow-ups
- Consolidate and provide monthly reports on monitoring and patrols, with data provided by the Kaimana joint community patrols and UPTD.
- Develop a regular report on surveillance and enforcement progress to share with media and/or stakeholders related with marine and fishery Law enforcement.
- Assist in organizing meetings/ workshop/events that takes place in Kaimana
- Assist to ensure that all programmatic activities relating to conservation works adhere to CI’s policies and procedures.
- Provide oversight to surveillance and enforcement community staff
QUALIFICATIONS:
- Bachelor’s degree in environmental studies or related studies
- At least 3 years’ experience in International NGO’s with Marine Protected Areas.
- Excellent interpersonal skills, strong understanding of NGO’s communication, outreach and environment education able to internal team works.
- Ability to work with local NGO’s, Kaimana government and Province level.
- Excellent persuasive and advocacy skills
- Good knowledge/understanding of local cultural setting in Papua
- Outgoing, able to develop strong relationships with government as well as communities, a self-starter and able to complete tasks on time.

- Knowledge and experience in working with broad range of local stakeholders, including local government, private sectors, local NGOs, Adat Leaders, coastal communities, etc.
- Solution oriented and conflict resolution skills a plus.
- Excellent engagement and communications skills.
- An ability to represent CI-I marine Kaimana Program effectively in negotiation situations including being a representative of CI in partnership keys meeting.
