SMPEI ( Sustainable Management of Peatland Ecosystems in Indonesia are grant project funded by GEF (Global Environment Facility) through Implementing Agency IFAD ( International Fund for Agricultural Development ). We make the collaboration with Ministry of Environment and Forestry to implement the project. We are hereby looking for 2 position as:

Sustainable Management of Peatland Ecosystems in Indonesia Project

Executive Summary

1.      The “Sustainable Management of Peatland Ecosystems in Indonesia (SMPEI)” is a four-year project  which aims to promote sustainable peatland management,secure carbon stocks,and conserve biodiversity while improving the living standards of local communities. The project focusses on the following activities:        

       i)     capacity building and institutional strengthening for implementation of policies and   regulations for 

              sustainable peatland management;

       ii)     monitoring peatland degradation, fires and greenhouse gas (GHG) emissions; and

       iii)    functioning landscape level sustainable management of peatlands.

       The Grant Agreement for the Project was signed between the Ministry of Environment and   Forestry of Government of Indonesia (hereinafter referred to as MOEF) and the International Fund for Agricultural Development (hereinafter referred to as IFAD) on 17July 2017. The Grant Agreement formalises the approval and administration of the Grant from the Global Environment Facility (GEF) and supervision of the project implementation  over   the period of four years (2017-2021).

2.      Target areas: Indonesia’s new Peatland Regulation (PP71/2014) requires all peatlands to be  managed according to Peatland Hydrological Units (PHU). The selected project area is the   Sungai Kampar - Sungai Indragiri Peatland Hydrological Unit (SKI PHU). The SKI PHU covers    about 850,000 hectares (8,500 km²), equivalent to the size of 20% of Switzerland. It includes   about 5% of the nation’s peatlands and 20% of the 4 million hectares in Riau, the province with the largest area of Indonesia’s peatlands. The project area is part of the three administrative   districts of Indragiri Hilir (approximately 50 percent of the SKI PHU); Indragiri Hulu (30 percent);  and Pelalawan (20 percent). Fourteen target villages include: Teluk Meranti, Pulau Muda, Kerumutan, Mak Teduh (Pelalawan District); Redang, Sialang Dua Dahan, Tanjung Sari, Pulau   Jumaat, (Indrigiri Hulu District); and Sungai Rabit, Bayas Jaya, Simpang Gaung, Rambaian, Teluk Kabung, Kertajaya (Indrigiri Hilir District).

3.      Project components: The SMPEI is comprised of the following three components:

·    Component 1: Capacity building and institutional strengthening for implementation of policies and regulations for sustainable peatland management will focus on enhancing capacity and the institutional framework for implementation of the National Peatland Regulation (PP71), and National/ASEAN Peatland               

     Management  Strategy at all levels. The SMPEI particularly focuses on generating the following outputs:

(i)     enhanced policy, regulations and institutions for sustainable peatland management,

(ii)    strengthened capacity and knowledge management for sustainable peatland management;

(iii)   development of peatland hydrological unit (PHU) maps for management zoning in selected provinces..

·    Component 2: Monitoring peatland degradation, fires and GHG emissions. Component 2 aims to enhance the use of key tools and systems for fire prevention at national level but particularly in Riau and GHG emission reduction associated with project activities monitored focusing on the following two outputs:

    (a)   National peatland fire prediction, monitoring and warning systems strengthened; and

    (b)   Assessment of GHG emission reductions from targeted peatlands.

·    Component 3: Landscape level sustainable management of peatlands. To manage Sungai Kampar- Indragiri Peatland Hydrological Unit (SKI PHU) of which large areas are under the management of some large plantation companies in a sustainable, integrated manner, Component 3 will focus on the following two outputs:

(a) Integrated sustainable management plan (ISMP) for SKI-PHU developed and implemented; and

(b) Community livelihood from sustainable peatland management enhanced in targeted communities. The second output will be delivered with the financing of IFAD country grant and executed by CIFOR under the overall guidance of PMO and PPMO.

4.      Implementation arrangements: SMPEI will be implemented over a period of four years (2016 –  2019) in partnership with various institutions of central, provincial, and district government,    private sector, and communities. The Ministry of Environment and Forestry (MoEF) will be the     Lead Agency for the Project. At the national level the proposed Project will be managed by a     Project Management Office (PMO) hosted by the Directorate of Peat Degradation Control,  Directorate General of Pollution Control and Environmental Degradation (DGPCED) of MoEF in Jakarta and under the guidance of a National Steering Committee (NSC). At the provincial level a Provincial Project Management Office (PPMO) will be based at the Provincial Environment Board (BLH) in Pekanbaru, Riau Province and under the guidance of a Provincial Coordination Committee (PCC) chaired by the Provincial Development and Planning Board (BAPPEDA). A  grievance redress mechanism will be ensured at national, provincial and district levels  particularly through output 3.1 activities.

Project Management Consultant

Background

The Project Management Consultant will be contracted by PMO to specifically coordinate the day-today activities of all components at national level, prepare and oversee the implementation of SMPEI annual work plan and budget, as well as writing progress and final reports. The Project Management Coordinator will work closely with PM as well as PD and support the Directorate of Peatland Control in undertaking its tasks.

The Project Management Consultant will support the PM in the implementation of  national-level activities in Components 1, 2 and 3 which contains awareness campaigns, peatland best management practice, enhance fire prevention management mainly in Riau and monitor GHG emission reduction associated with project activities and various peatland related policies (national and regional), he or she will then need to work very closely with a number of team members and specialists at PMO, as well as closely coordinate with team and specialists in PPMO, PDU and village level. . 

The SMPEI Component 1 is on the enhancement of the capacity for implementation of policies, regulations on sustainable peatland management. The outcome from the component would be to enhance capacity and institutional framework for implementation of national peatland strategy and regulations, including mapping of peatland hydrological units, and contribute to regional processes and exchange of best management practices. The SMPEI Component 2 is dealing with the reduction of peatland degradation and fires to reduce haze and GHG emissions.  The outcome from the Component would be to enhance fire prevention management mainly in Riau and monitor GHG emission reduction associated with project activities. The SMPEI Component 3 will be developing and implementing integrated sustainable management plan for KG & GB PHU, and enhancing community-based sustainable peatland management livelihoods.

In order to achieve the outputs mentioned above, the Project Management Coordinator will:

1.    Prepare the annual work plan and budget (AWPB) and procurement plan, with input from additional 

      team members and specialist as mentioned above, and inputs 

      made by the Provincial Project Management Office (PPMO) and Project District Unit (PDU); 

2.    Monitor and oversee that all activities in the annual work plan  are implemented timely and the 

      budget allocated for the implementation of the plans is adequate, manageable, and achievable;

3.    Manage effective communication among PMO, PPMO and PDUs;

4.    Ensure that all project activities and outputs are communicated to other relevant stakeholders; 

5.    Assist the Project manager and specialists in supporting the capacity of the related national agencies

       to effectively participate in the ASEAN processes related to peatlands, including APMS, AATHP and 

       APSMPE, ASEAN Task Force on Peatlands, and TWG/MSC on Haze;

6..    Assist the Project manager in oganize technical workshops and studies related to protection and 

       managing peat ecosystem, potential GHG emission reductions from targeted peatlands;

7.    Develop and support implementation of district/sub-district fire prevention strategies, including 

       promotion of best management practices for water management;

8.    Coordinate the review of the Project design and project log-frame, and necessary adjustments;

9.    Manage and organize support, review and supervision mission activities;

10.  Coordinate overall project monitoring and evaluation, and project completion activity report;

11.  Liaise with relevant national, Provincial or district stakeholders (including district agencies and private 

       sector representatives/offices) for project implementation

12.  Write comprehensive/integrative progress and final reports (with input provided by relevant team 

       members and specialists).

Minimum Qualifications

The candidate should have a Master’s degree in agricultural science, environmental economist or any other related fields.

Skills and Experience

(a)       At least 7 - 10 years of professional experience in relevant fields;

(b)       Age max. 55 years old on 1 January 2019.

(c)       Strong experience with project management and project team coordination;

(d)       Sound knowledge of natural resource management preferably sustainable peatland 

           management and familiar with the existing national and sub-national   regulations on protection 

           and restoration of peatland ecosystem in Indonesia;

(e)       Proven capacity in the formulation and production of high quality written material, including 

           among others work plans and budgets, progress reports, final reports, 

(f)       Demonstrable capacity to work and communicate with stakeholders including  private sector, civil 

           society, media and government sectors at different scales;

(g)        Strong people management skills and able to foster cross-sector collaboration and partnerships 

           to enhance program results;

(h)       Strong communication skills;

(i)       Proficiency in information technology/ computer skills;

(j)         Commitment to gender, youth and marginalised groups targeting perspectives;

(j)         Written and spoken Bahasa Indonesia and English language skills essential.

Monitoring, Evaluation (M&E) and Knowledge Management (KM) Consultant

Position           : M&E and KM Specialist (Consultant)  

Reporting to    : PD and PM in Jakarta   

Duration          : Aligned with project duration - Full-time basis

Timing             : Appointment by Jan 2019 until project completion

Location/base  : PMO Office in Jakarta

General scope of the job

1.         The M&E and KM Consultant is responsible for guiding the overall M&E strategy and implementation 

           of related activities within the Project and Vis a Vis partners,  plus providing timely and relevant 

            information to the PM, PD, NPMO and Project stakeholders. This requires close coordination and 

            communication with Project implementation agencies and other stakeholder groups, and field staff as 

            well as consultants of external M&E-related missions. Critical tasks for M&E and KM Consultant  

            include setting up the M&E system and ensuring it is implemented efficiently and effectively. The 

            M&E system will be based on the Project log-frame and the Project M&E plan and will build as much 

            as possible upon existing M&E mechanisms and systems among the Project stakeholders. The M&E 

            and KM Consultant will report directly to the PM.

2.         The M&E and KM Consultant  is also responsible for developing KM strategy through gathering and 

           analysing project information and effectively communicating and disseminating results and lessons 

           learned related to sustainable peatland management to Project direct and indirect beneficiaries and 

           the wider farming community in Project province as well as other relevant stakeholders.

Main Responsibilities and Duties related to M&E

a)         Setting up the M&E system.

b)         Develop the overall framework for Project M&E in accordance to the Project document M&E 

           plan;

c)         Implementing M&E output, outcomes and impacts in accordance to Project log-frame and 

           performance indicators;

d)         Preparation including TOR on conduction of baseline study (situation at Project start);

e)         Identify sources of data, collection methods, who collects data, how often, cost of collection 

           and who analyses it; Ensure all critical risks are identified;

f)          Identify the core information needs at of the NPMO, the NPSC, MoEF, IFAD and the MoF;

g)         Identify the requirements for collecting baseline data, prepare terms-of-reference for and 

            arrange the conduct of a baseline survey, as required;

h)         Clarify M&E responsibilities of different project personnel;

i)          Prepare detailed annual M&E budgets and calendar of M&E activities;

j)          Arrange regular visits to the field to support implementation of M&E and to identify where 

           consolidations might be needed;

k)         Prepare M&E reports for annual supervision missions, mid-term review and final evaluation in 

           accordance to IFAD guidance, and monitor the follow up of evaluation recommendations;

l)          Prepare consolidated progress reports for Project management including identification of 

           problems, causes of potential bottlenecks in Project implementation, and providing specific 

           recommendations;

Main Responsibilities and Duties related to KM:

 (a)    Design and implement a system to identify, analyse, document and disseminate lessons learned, 

         particularly in relation to peatland re-wetting and paludiculture;

(b)     Consolidate a culture of lessons learning involving all Project staff and allocate specific 

          responsibilities;

(c)     Ensure that Project staff also incorporate mechanisms to capture and share lessons learned 

         through their inputs to the Project, and to ensure that the results are reflected in the reporting 

         system;

(d)     Document, package and disseminate lessons and knowledge related to SPM frequently and not 

          less than once every three months;

(e)     Facilitate exchange of experiences by supporting and coordinating Project participation in 

         workshops, and through inputs to available Peatlands-related website (such as "Peatlands 

          Restoration" website being established) and any other existing network of local government and 

          IFAD programme and Projects;

(f)      Identify and participate in additional networks, for example scientific or policy-based networks that 

         may also yield lessons that can benefit Project implementation.

Minimum Qualifications

The candidate should have a Bachelor’s degree in forestry, natural resource management, environmental science or any other related fields.

Skills and Experience

a)    At least 5 years of professional experience in relevant fields (or 3 years experiences with advanced 

      level University qualification) ;

b)    Experience with data collection, data entry, random quality control testing, data compilation and 

       analysis;

c)    Experience in establishing and managing robust M&E performance reporting across a diverse range 

      and volume of partners;

d)    Ability to plan and conduct structured and supportive field monitoring, including formal partner 

       performance assessments, stakeholder reviews, etc.;

e)    Proven capacity in the formulation and production of high quality written material, including among 

       others impact assessment reports, stories from the field, publications for media, etc..;

f)     Demonstrable capacity to work and communicate with stakeholders including  private sector, civil 

       society, media and government sectors on evaluation and monitoring programs at a different scales, 

       and to develop appropriate communication strategies;

g)    Proficiency in information technology/ computer skills;

h)    Written and spoken Bahasa Indonesia and English language skills essential..
