Program / Department Summary
Under USAID/OFDA funding, Yayasan Mercy Corps Indonesia is implementing it is “Investing in Human Capital for Disaster Management”
(INVEST DM) program at the national level and three provinces and
districts. INVEST DM will work to support the Government of Indonesia
(GOI) disaster management institutions and people at key administrative
levels to be better equipped to fulfill their mandate to deliver
effective DRM services and save lives. INVEST DM seeks to provide a
holistic approach to support Indonesia’s disaster management
institutions, supporting BNPB’s own ‘people-centered’ approach, where
comprehensive inputs in the areas of technical capacity in
preparedness-response- recovery; policy and planning; governance;
and organizational development. These areas are grounded in human
capital, serving to capacitate and reinforce the people that make it all
function. This means supporting GOI personnel at the national and
sub-national levels alike.
At
the national level INVEST DM, will strengthen the BNPB by embedding
teams and technical assistance, tailored to research, improve and/or
support the establishment of, implementation and measurement of
organizational development initiatives that will achieve a
high-performance culture. This will be achieved through supporting BNPBs
reform agenda of organizational development and change management for
civil servants/employees in (i) pre-service training (establishment of
the new DM polytechnic); (ii) strengthening of the in-service training
program (BNPB Pusdiklat); and (iii) supporting the BNPB’s Bureau of
Human Resources to develop a draft Workforce Planning and Development
Plan (and the supporting regulatory and budgeting frameworks) and to
integrate this plan into the strategic (Renstra) and annual planning and
budgeting processes (Renja/RKA). At the national level INVEST will also
support (as agreed by all parties of the Steering Committee and/or
Advisory Group) the development of high priority legal, regulatory,
planning and budgetary frameworks associated with employee human capital
development and the establishment and governance of the new Deputy of
Systems and Strategies.
At
the sub-national level, INVEST DM will strengthen the provincial-level
Disaster Management Agencies (BPBDs) by embedding Specialists within
BPBD offices to provide ongoing, day-to-day technical support tailored
to the needs of each province. The program also implements disaster
management training aligned with the National Disaster Management Agency
(BNPB) standards. The target provinces are Central Java, East Java and
West Sumatra (however the final target provinces may change as per
government and donor preferences).
General Position Summary
Under
the direction of Chief of Party, the INVEST DM Workforce Planning and
Development Specialist (WPDS) is responsible for leading the support and
alignment of BNPB, and target provincial BPBDs workforces to meet
organizational needs and to ensure that the correct frameworks (in
conjunction with the INVEST DRM Government Liaison & Policy and
Legal Specialist) and tools are available to support their employees in
both adapting to, and meeting the needs of organizational growth and
their identified strategies. The position is required to lead, the
research, development, testing, adoption, and measuring of agency
workforce planning and development frameworks for the implementation of
BNPB and BPBD integrated organizational development programs to achieve a
high-performance culture. The WPDS will also provide guidance and
manage the technical inputs of the workforce planning and development
aspects of the provincial INVEST DM programs. This will be carried out
in conjunction with national program initiatives.
Qualifications:
- Masters degree in a relevant field of Workforce Planning and Development or Organizational Development / Disaster or Environment Management and Policy, Education, or relevant field;
- Minimum 7 years of experience across the fields of workforce planning, change management and/or organizational development, preferably working within GOI agency context;
- Excellent knowledge of contemporary workforce planning and practice both internationally and nationally;
- Demonstrated experience in the development of workforce planning and development planning documents, strategies, frameworks, and instruments;
- Knowledge and experience in the design, development, introduction/promotion of ‘continuing professional development policy and practice’ within or for government, NGOs, the private sector, or professional associations;’
- Proven ability in researching, designing and preparing training/reference materials, and in arranging agendas for multi-stakeholder technical meetings, workshops, working groups and task forces and experience in presenting findings to reach consensus;
- Demonstrated experience in the design and delivery of capacity building programs/initiatives that promote organizational change including training, coaching and mentoring;
- Strong experience in collaboratively working with development agencies, universities, donors and government departments, such as BPBDs and Disaster Forums, is a strong advantage.
- Familiarity with the principles and/or practice of DRM, inclusivity issues (such as gender and disability) and how this applies to human capital development;
- Advanced report writing skills and proficiency languages (both Spoken and Written): in Bahasa Indonesia is required and in English is highly desirable.
- Sound communication, presentation, organizational, and interpersonal skills;
- Strong familiarity with MS Word, Excel, Powerpoint is required.
