About the
G4AW programs
Geodata for Agriculture and Water (G4AW) projects are public-private
partnerships with the objective to improve food security in developing
countries by using satellite data. Netherlands Space Office (NSO) is executing
this programme, commissioned by the Dutch Ministry of Foreign Affairs. For more information, see G4AW program.
The G4AW Spice up program will implement a financially sustainable
information service that supports 100,000 pepper farmers to increase their
production, income, food security and reduces the inputs of water, fertilizer
and pesticides.. The service will eventually be owned and hosted by the company
Verstegen with support from the public-private Dutch and Indonesian partners.
Purpose of the job
The
main purpose of this position is to lead 2 work package and keep
overall oversight of the implementation of the program in close
collaboration with the project manager.
The project manager is responsible for providing overall oversight and
administration for the G4AW program in the Indonesia Spice up program. The
manager will serve as a country focus point to ensure all elements of the
program are executed while ensuring compliance with the Netherlands Space
Office requirements and systems.
Knowledge of ICT, Geodata and business development is a must, and he/she
needs to have an affinity with development cooperation. Important for
implementation will be the balance between development project interests and
(sustainable) business interest. The
manager is the central person for implementation in the country and knows the
way of working in the country.
Responsibilities
·
Program management
-
Manage, supervise and coordinate the work packages of the program in
close cooperation with the consortium members from Indonesia and The Netherlands.

Plan and organize the country program in accordance with the NSO program
deliverables.
-
Analyze and advice the design and implementation of information (IT)
systems.
-
Establish and maintain effective working relationships with consortium
members.
-
Supervise and coordinate the work packages of the different project in
close cooperation with the consortium members.
-
Coordinate reporting of the project including work plans and deadlines,
performance indicators, progress reports, evaluation.
-
Prepare reports on M&E findings, working closely with technical
staff and implementing partners.
-
Advise partners and target groups on making informed decisions about
appropriate ICT solutions; use professional network to identify new
opportunities.

Establish and maintain effective working relationships with consortium
members, donors, private sector partners and government agencies.
-
Represent the project inside the country, i.e. towards the private
sector, governmental officials, embassies/consulates, international and
national organizations, donor representatives, as well as national media.

Financial management
-
Provide guidance, quarterly check and coaching to the program staff so
financial requirements are met.

Review, master, and finalize the financial progress reports.
-
Ensure that budgets are spent and administered in accordance with donor
and requirements and within the appropriate timeframes; be accountable for the
achievement of financial targets.

Business development
-
Builds, strengthens and manage strategic partnerships with national
governments, key partners, institutions and stakeholders.

Interact with business stakeholders and subject matter experts in order
to understand their problems and needs. He/she will evaluate the business need
and identify and design the appropriate solution.

Advise partners and target groups on making informed decisions about
appropriate ICT solutions; use professional network to identify new
opportunities.

Communication &
Marketing
-
Guide knowledge development, documentation and communication and
branding in close collaboration with the donor and the country project
managers.

Represent in cooperation with the ICCO regional manager, the program
with different actors from private and public sector, including media.
Position in the organization
The G4AW country project
manager is a member ICCO Regional Office South East Asia and reports to the
regional manager and the G4AW overall program coordinator.
Qualifications needed
·
MA in the field of Development Studies, Business administration,
Computer information systems or related degree.
·
More than 5 years of relevant working
experience in business and system analysis, program management and financial
management in an international development cooperation context.
·
Relevant work experience within the South East Asia region and a
relevant network in Indonesia
·
Up-to-date knowledge of recent developments in international development
and ICT4D-related issues
·
Development organization (NGO) background with experience in private
sector cooperation, or private sector background with an understanding of NGO
ambitions.
·
Have some exposures in Public-Private Partnership projects and in
working with European donors.
·
Highly motivated and motivating individual who can lead teams, manage
conflict and develop negotiation of team members consisting of the public and
private sector actors in a multicultural work environment.
·
Willingness to spend time in the field and work closely with program
target groups.
·
Knowledgeable about Agriculture (Spices/pepper) and current spice and
pepper market in Indonesia.
·
Fluent in both English and Indonesian.
Terms of Employment
This
position is for the
length of project period (end in April 2021). The ICCO Regional Office
South
East Asia Terms & Conditions are applicable. The duration of
assignment is 12 months with the possibility for extension until end of
project period.
